1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, (SCAPIN 1299), file AG 400.12 (29 Oct 46)CCS, dated 29 October 46, subject as above. This memorandum is issued in accordance with paragraph 2 of the reference memorandum.
2. Issue 1 of Appendices I, II, III and IV of (SCAPIN 1299) are rescinded and Issue 2 of these Appendices included with this memorandum as inclosures 1, 2, 3 and 4 will be substituted therefor.
3. Add Issue 1, Appendix V to (SCAIIN 1299) included with the memorandum as inclosure 5.

MEMORANDUM
SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN-1299/1), file AG 400.12(4 Dec 46) CCS, this Headquarters, dated 4 December 1946, subject: Provision and Procurement of Japanese Communication Services, Facilities, Equipment, Material and Personnel
1. With reference to subject memorandum the following is published for the information of all concerned.
2. This memorandum provides for substituting Issue 2 of Appendices I, II, III and IV, (SCAPIN 1299) and for adding Issue 1, Appendix V.
3. Issue 2 of Appendices I, II, and III includes rearrangement of items under the various classes of Japanese Communications services, facilities, equipment, material and personnel being furnished to provide a more logical grouping. The changes do not change the allotment of items covered.
4. Issue 2 of Appendix IV is reissued to include more detailed information as to procedures for preparation of statements of services rendered to be prepared by the Ministry of Communications. It also includes GPA Form 5 (revised) which has been changed to provide for all statements of services rendered required by (SCAPIN 1299).
5. Issue 1, Appendix V, has been added to the original memorandum to provide for the future ordering of Bulk materials. It is added in blank form at this time in order that instructions for preparation of statements of services rendered in this connection might be included in Issue 2, Appendix IV
6. Command channel instructions regarding changes outlined above will be forwarded to Headquarters, Eighth Army, by General Headquarters, Supreme Commander for the Allied Powers.
