1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, (SCAPIN 1299), file AG 400.12 (29 Oct 46)CCS, dated 29 October 1946, subject as above. This memorandum is issued in accordance with paragraph 2 of the reference memorandum.
2. Issue 2 of Appendix III of (SCAPIN 1299) is rescinded and Issue 3 of this Appendix included with this memorandum as inclosure 1 will be substituted therefor.
3. Direct communications between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications, regarding technical matters within the scope of this memorandum, is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number (SCAPIN 1299/3), file AG 400.12 (19 Apr 47) CCS, this Headquarters, dated 19 April 1947 subject: Provision and Procurement of Japanese Communications Services, Facilities, Equipment, Material end Personnel
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. This memorandum is being issued to make provision for additional radio repairmen to be used in maintaining and operating radio equipment for the 315th Composite Wing in the Kumamoto Bureau area.
3. Command channel instructions regarding the subject memorandum will be forwarded to Headquarters Eighth Army by General Headquarters, Supreme Commander for the Allied Powers.
