Law for Partial Amendments to the Ministry of Agriculture and Forestry Establishment Law, etc.
(Partial Amendments to the Ministry of Agriculture and Forestry Establishment Law)
Article 1.　The Ministry of Agriculture and Forestry Establishment Law (Law No.153 of 1949) shall be partially amended as follows:
Next to Article 4 item (24)-(2), the following one item shall be added:
(24)-(3)　To grant subsidy to governments of To, Do, Fu or prefectures and those engaged in the prevention and extermination task with respect to prevention and extermination of pests and diseases of animal and plant.
Next to Article 10 paragraph 1 item (4), the following one item shall be added and in the same Article paragraph 2, "item (4)" shall be amended as "item (4)-(2)."
(4)-(2)　To conduct out-look service related to agriculture, forestry, livestock and fisheries on the basis of statistical survey data.
In Article 13,"

Article 27 shall be amended as follows:
(Plant Protection Station)
Article 27.　The Plant Protection Station shall be an organ in charge of the following matters:
(1)　Inspection, control of export and import plant or imported pests and diseases and research and study of the latter;
(2)　Carrying out of the forecast of outburst of pests and diseases in accordance with the provisions of Article 23 of the Plant Quarantine Law (Law No.151 of 1950);
(3)　Custody of chemicals (including anything which may be used as chemicals) required prevention and extermination of designated noxious animal and plant as well as of implements for use in prevention and extermination under Article 22 paragraph 1 of the Plant Quarantine Law.
2　The name, location and jurisdiction area of the Plant Protection Station shall be as follow:

3　The Minister of Agriculture and Forestry may set up branch or sub-branch of Plant Protection Station at suitable place in order to let them take charge of the responsibilities of Plant Protection Station thereunder.
4　As for internal subdivision of branch and sub-branch thereof, they shall be provided for by Ministry of Agriculture and Forestry Ordinance.
Article 29 shall be deleted;Article 28 shall be made Article 29, and, next to Article 27, the following one Article shall be added:
(Animal Quarantine Station)
Article 28.　The Animal Quarantine Station shall be an organ in charge of the following matters:
(1)　Inspection on export and import of animals and other goods for export and import and any action to be taken thereunder in accordance with the provisions of the Domestic Animal Infectious Diseases Control Law (Law No.166 of 1951);
(2)　Inspection on export and import animal in accordance with the provisions of the Rabies Prevention Law (Law No.247 of 1950);
(3)　Health inspection on export and import animal;
(4)　Custody, distribution, transfer and loan of animal biological products and implements for prevention;
(5)　Inspection or disinfection of animal and other goods by being entrusted.
2　The Animal Quarantine Station shall be located at Yokohama City.
3　The Minister of Agriculture and Forestry may set up branch or sub-branch of Animal Quarantine Station at suitable place in order to let them take charge of the responsibilities of Animal Quarantine thereunder.
4　As for internal subdivision of Animal Quarantine Station and name, location, internal subdivision of branch and sub-branch thereof, they shall be provided for by Ministry of Agriculture and Forestry Ordinance.
In the table annexed to Article 33 paragraph 2,

(Partial Amendments to Fisheries Agency Establishment Law)
Article 2.　The Fisheries Agency Establishment Law (Law No.78 of 1948) shall be partially amended as follows:
In Article 7-(2)
"Nikko Fish Breeeding Station"
shall be amended as
"Nikko Fish Breeding Station Lake
Towada Hatchery
Hokkaido Salmon and Bass Hatchery
."
In the column of location of the table annexed to Article 7-(3) paragraph 2, "Kochi-ken" shall be amended as "Kochi City" , and "Nanao City" shall be amended as "Niigata City."
Next to Article 7-(4), the following two Articles shall be added:
(Lake Towada Hatchery)
Article 7-(4)-(2).　The Lake Towada Hatchery shall be an organ in change of hatching, releasing of bass, etc. and of production and distribution of seed egg thereof.
2　The Lake Towada Hatchery shall be located in Akita Prefecture.
3　As for internal subdivision of the Lake Towada Hatchery, it shall be provided for by Ministry of Agriculture and Forestry Ordinance.
(Hokkaido Salmon and Bass Hatchery)
Article 7-(4)-(3).　The Hokkaido Salmon and Bass Hatchery shall be an organ in charge of hatching and releasing of salmon, bass, etc.
2　The Hokkaido Salmon and Bass Hatchery shall be located in Hokkaido.
3　The Minister of Agriculture and Forestry may set up branch or place of business of the Hokkaido Salmon and Bass Hatchery at suitable places in order to let them take charge of the responsibilities of the Hokkaido Salmon and Bass Hatchery thereunder.
4　As for internal subdivision of the Hokkaido Salmon and Bass Hatchery, and name, location, responsibilities and internal subdivisions of branch and of place of business thereof, they shall be provided for by Ministry of Agriculture and Forestry Ordinance.
Article 7-(5) paragraph 2 shall be amended as follows:
2　The Fisheries Institute shall be located in Shimonoseki City.
Supplementary Provisions:
1　This Law shall come into force as from April 1, 1952. However, the provisions of paragraph 3 of the Supplementary Provisions shall come into force as from the day of its promulgation.
(Partial Amendments to Plant Quarantine Law)
2　The Plant Quarantine Law (Law No.151 of 1950) shall be partially amended as follows:
In Article 6 paragraph 4, Article 8 paragraph 1, 4, and 6 and Article 10 paragraph 2, "Animal and Plant Quarantine Station" shall be amended as "Plant Protection Station" .
(Partial Amendments to Law for Partial Amendments of Plant Quarantine Law)
3　The Law for Partial Amendments to the Plant Quarantine Law (Law No.243 of 1951) shall be partially amended as follows:
"In Article 6, Article 8 and Article 10, 'Animal and Plant Quarantine Station'shall be amended as'Ministry of Agriculture and Forestry Quarantine Station'" shall be deleted.
Paragraph 2 and paragraph 4 of the Supplementary Provisions shall be deleted, and paragraph 3 shall be made paragraph 2.
(Partial Amendments to Domestic Animal Infectious Diseases Control Law)
4　The Domestic Animal Infectious Diseases Control Law (Law No.166 of 1951) shall be partially amended as follows:
In Chapter IV, "Animal and Plant Quarantine Station" shall be amended as "Animal Quarantine Station," and, "Chief of Animal and Plant Quarantine Station" shall be amended as "Chief of Animal Quarantine Station."
