Law for Partial Amendments to the Special Procurement Agency Establishment Law
The Special Procurement Agency Establishment Law (Law No.129 of 1949) shall be partially amended as follows:
The title of the Law shall be amended as follows:
The Procurement Agency Establishment Law
In this Law, "the Special Procurement Agency" shall be amended as "the Procurement Agency" , "the Director of Special Procurement Agency" as "the Director of Procurement Agency" , "the Special Procurement Bureaus" as "the Procurement Bureaus" , and "the Chief of Special Procurement Bureau" as "the Chief of Procurement Bureau."
Article 3 shall be amended as follows:
(Mission of the Procurement Agency)
Article 3. The Procurement Agency shall be responsible chiefly for the administration of the following affairs:
(1) Repair of buildings and equipment and procurement of goods and services required by the armed forces of foreign Powers stationed in Japan in accordance with the Treaty (hereinafter referred to as "the Stationary Forces" ), excepting those under the jurisdiction of other administrative organs;
(2) Custody, restitution, to their original owners, and disposal of buildings, equipment and goods released from the demands of the Stationary Forces, excepting these under the jurisdiction of other administrative organs;
(3) Disposal of claims submitted in accordance with the provisions of Article 18 of the Administrative Agreement under Article 3 of the Security Treaty between Japan and the United States of America.
In Article 8, "the termination of war expenses and the released item disposition expenses" shall be amended as "the expenditures" .
In items (1) and (2) of Article 9, "the termination of war expenses" shall be amended as "the expenditures" .
In item (1) of Article 10, "the termination of war works expenses" shall be amended as "the expenditures other than the overhead expenditures" , in item (2) of the same Article, "the Allied Powers" shall be amended as "the Stationary Forces" , and the following one item shall be added to the same Article:
(7) Disposal of claims submitted in accordance with the provisions of Article 18 of the Administrative Agreement under Article 3 of the Security Treaty between Japan and the United States of America.
In Article 12, "required by the Occupation Forces" shall be amended as "demanded by the Stationary Forces."
Article 12-(2) shall be amended as follows:
(Auxiliary Organ)
Article 12-(2). The Procurement Agency shall have the Central Real Property Procurement Council as its auxiliary organ.
Article 12-(3) shall be deleted, Article 12-(4) shall be made Article 12-(3), and the following one paragraph shall be added to the same Article:
6 Organizations and responsibilities of the Central Real Property Procurement Council, tenures of the councillors and other necessary matters regarding the Council shall be provided for by cabinet order, excepting those prescribed in the preceding paragraphs.
Article 12-(5) shall be deleted.
Article 15 shall be amended as follows:

Supplementary Provisions:
1 This Law shall come into force as from April 1, 1952. However, the amended provisions of Article 3, items 2 and 7 of Article 10, and Article 12, shall come into force as from the day of the coming into force of the Treaty of Peace with Japan.
2 In other laws and orders concerned, "the Special Procurement Agency" shall read "the Procurement Agency" , "the Director of Special Procurement Agency" shall read "the Director of Procurement Agency" , "the Special Procurement Bureaus" shall read "the Procurement Bureaus" , and "the Chief of Special Procurement Bureau" shall read "the Chief of Procurement Bureau."
