国家公務員に対しては、毎年年末に給与月額の半月分を年末手当として支給することが法律で定められている。しかし、昭和二十六年度においては、諸般の事情を考慮し、特別に増額支給することが適当と判断された。そのため、本年度限りの措置として年末手当の額を六割増額することを目的とし、この特例法案を提出することとなった。
