I hereby promulgate the Law for Construction of Matsuyama International Sightseeing, Hot Spring and Cultural City Based on the Provisions of Article 95 of the Constitution of Japan.

Law for Construction of Matsuyama International Sightseeing, Hot Spring and Cultural City
(Purpose)
Article 1. The purpose of this Law is to construct Matsuyama City as an international sightseeing, hot spring and cultural city in order to promote the international culture and to achieve the ideal of eternal peace of the world as well as to contribute to economic rehabilitation by developing the sightseeing resources.
(Planning and Enterprise)
Article 2. The city planning for the construction of the Matsuyama International Sightseeing, Hot Spring and Cultural City (hereinafter referred to as the "Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Planning" ) shall include the planning to have such various facilities as suitable to an international sightseeing, hot spring and cultural city besides the city planning as provided for in Article 1. of the City Planning Law (Law No.36 of 1919).
2 The city planning enterprise to construct the Matsuyama International Sightseeing, Hot Spring and Cultural City (hereinafter referred to as the "Matsuyama International Sightseeing, hot Spring and Cultural City Construction Enterprise" ) shall execute the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Planning.
(Execution of Enterprise)
Article 3. The Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise shall be executed by the Mayor of Matsuyama.
2 The Mayor of Matsuyama shall make constant activities living up to the spirit of local autonomy for perfection of the Matsuyama International Sightseeing, Hot Spring and Cultural City, with the cooperation of its inhabitants and aid of various organs concerned.
(Assistance to Enterprise)
Article 4. The state and the organs concerned of local public entities shall, in view of the importance of the purpose, mentioned in Article 1, of the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise, render every possible assistance to the expedition and perfection of the enterprise.
(Special Subvention)
Article 5. In the case where it is deemed necessary for the use of the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise, the state may transfer the common properties, regardless of the provisions of Article 28 of the National Property Law (Law No.73 of 1948), to the public entities which bear the expenses necessary for execution of this enterprise.

Article 6. The executor of the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise shall make efforts for expediting the completion of that enterprise and shall submit report on its progress to the Minister of Construction at least once every six months.
2 The Prime Minister shall report to the Diet once every year on the progress of construction of the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise.
(Application of the Law)
Article 7. Unless otherwise provided for by this Law, the City Planning Law shall be applicable to the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Planning and the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise.
Supplementary Provisions:
1 This Law shall come into force as from the day of its promulgation.
2 The Matsuyama Special City Planning Enterprise under execution at the time of enforcement of this Law shall be deemed to be the Matsuyama International Sightseeing, Hot Spring and Cultural City Construction Enterprise.
3 This Law shall be referred to the plebiscite of the inhabitants of the City of Matsuyama, in accordance with the provision of Article 95 of the Constitution of Japan.
