つむぎと上布は和服の生地として使用され、従来沖縄や大島等から産出されていたが、現行の輸入税表では従価十割の輸入税が課せられ、事実上輸入が不可能な状態となっている。そこで諸般の事情を考慮し、昭和26年12月31日までこれらの物品に対する輸入税を免除することで、円滑な輸入を可能にしようとするものである。
