Law concerning the Transfer to the Telecommunications Services Special Account and the National Forestry Enterprises Special Account and the Grant to the Japanese National Railways, from the Special Account for Counterpart Fund of U. S. Aid to Japan
Article 1. For appropriating the Counterpart Fund of U. S. Aid to Japan (hereinafter referred to as "the Aid Fund" ) for the construction and improvement expenses of telegraph and telephone, etc. in the Telecommunications Services Special Account and for the expenses for facilities for the business and the expenses necessary for aforestation in the National Ferestry Enterprises, the Government is authorized to transfer the necessary amount from the Special Account for Counterpart Fund of U. S. Aid to Japan to the Telecommunications Services Special Account and the National Forestry Enterprises Special Account respectively in the fiscal year 1950-51, within the limit of amount prescribed in the budget.
2 In case the transfer is made into the Telecommunications Services Special Account and the National Forestry Enterprises Special Account under the provision of the preceding paragraph, the amount equivalent to the said transfer shall be settled as the increase of the self-capital in each Account.
Article 2. For appropriating the Aid Fund for the construction and improvement expenses in the Japanese National Railways, the Government is authorized to grant the necessary amount to the Japanese National Railways from the Special Account for Counterpart Fund of U. S. Aid to Japan in the fiscal year 1950-51, within the limit of amount prescribed in the budget.
2 In case the Japanese National Railways receives the grant from the Aid fund under the provision of the preceding paragraph, the amount equivalent to the said grant shall be settled as the investment by the Government to the Japanese National Railways under the provision of Article 5 paragraph 2 of the Japanese National Railways Law (Law No.256 of 1948).
Supplementary Provision:
This Law shall come into force as from the day of its promulgation and shall apply as from April 1, 1950.
