The Law for the Fixed Number of Personnel in the Administrative Organs (Law No.126 of 1949) shall be partially amended as follows:
Article 2 shall be amended as follows:

2 Notwithstanding the provisions of the preceding paragraph, the fixed numbers of personnel in the Repatriation Relief Agency and in the Ministry Proper of the Ministry of Telecommunications may be increased by Cabinet Order within the limit of the budgetary appropriations, when the conditions of the businesses of repatriation relief or of telecommuni cations enterprise specially necessitate such increase.
3 Besides the fixed number of personnel prescribed in paragraph 1, personnel not exceeding 2,392 in all may be employed, for the time being, in various administrative organs, for the purpose of handling businesses defrayed by Termination of War Works Appropriation, Special Properties Disposition Auxiliary Affairs Appropriation, Reparation Equipments Disposition Auxiliary Affairs Appropriation and Reparation Equipments Disposition Works Appropriation, and businesses of administering and disposing of properties which, having been handled as reparation equipments defrayed by Reparation Equipments Disposition Auxiliary Affairs Appropriation and Reparation Equipments Disposition Works Appropriation, are changed into national properties of the class of common properties as the result of the repeal of their designation as reparation equipments.
4 The fixed number of personnel provided for in the preceding paragraph for each administrative organs shall be fixed by Cabinet Order.
Supplementary Provisions:
1. This Law shall come into force as from the day of its promulgation and shall apply on and after April 1, 1950. However, of the amending provisions of Article 2 paragraph 1 of the Law for the Fixed Number of Personnel in the Administrative Organs (hereinafter to be referred to as "amending provisions of Article 2 paragraph 1" ), the part dealing with the Radio Regulatory Commission and the Ministry of Telecommunications shall come into force and apply as from the day on which the Radio Law (Law No.131 of 1950) comes into force, the part dealing with the Local Finance Commission, Public Utilities Commission and the Land Coordination Commission as from the day of their respective establishment and the part dealing with the Hokkaido Development Agency as from June 1, 1950.
2. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Local Autonomy Agency shall be 158 as from April 1, 1950 to the day before the day of establishment of the Local Finance Commission.
3. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel in the Tax Administration Agency shall be 61,595 until May 31, 1950, inclusive, and 61,735 from June 1 to December 31, 1950, inclusive.
4. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel in the Repatriation Relief Agency shall be 3,158 until September 30, 1950, inclusive. However, the application of the provision of Article 2 paragraph 2 of the Law for the Fixed Number of Personnel in the Administrative Organs is not precluded in this case.
5. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Ministry Proper of the Ministry of Agriculture and Forestry, the Food Agency and the Forestry Agency shall be 30,986 for the Ministry Proper, 29,594 for the Food Agency, and 24,419 for the Forestry Agency until September 30, 1950, inclusive, and notwithstanding the same provisions, the fixed numbers of personnel of the Ministry Proper of the same Ministry and the Forestry Agency shall be 30,936 for the Ministry Proper, and 24,072 for the Forestry Agency from October 1 to December 31, 1950, inclusive.
6. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed numbers of personnel of the Ministry Proper of the Ministry of International Trade and Industry and the Resources Agency shall be 12,482 for the Ministry Proper and 2,094 for the Resources Agency until September 30, 1950, inclusive and 12,059 for the Ministry Proper and 1,945 for the Resources Agency from October 1 to December 31, 1950, inclusive. However, on and after the day on which the Public Utilities Commission is established, it shall be 11,767 for the Ministry Proper, 1,924 for the Resources Agency from the said day to September 30, 1950, inclusive, and 11,344 for the Ministry Proper, 1,775 for the Resources Agency from October 1 to December 31, 1950, inclusive.
7. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Ministry Proper of the Ministry of Transportation shall be 16,068 until September 30, 1950, inclusive, and 15,783 from October 1 to December 31, 1950, inclusive.
8. Notwithstanding the provisions of Article 2 paragraph 1, as not amended, of the Law for the Fixed Number of Personnel in the Administrative Organs, the fixed number of personnel of the Ministry Proper of the Ministry of Telecommunications and the Radio Regulatory Agency shall be 142,443 for the Ministry Proper and 3,970 for the Radio Regulatory Agency, from April 1, 1950 to the day before the day on which the Radio Law comes into force.
9. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Ministry Proper of the Ministry of Construction shall be 10,866 until September 30, 1950, inclusive, and 10,858 from October 1 to December 31, 1950, inclusive.
10. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Price Agency shall be 594 until May 31, 1950, inclusive and 454 from June 1 to December 31, 1950, inclusive.
11. Notwithstanding the amending provisions of Article 2 paragraph 1, the fixed number of personnel of the Economic Investigation Agency shall be 3,162 until September 30, 1950, inclusive.
12. In each administrative organ, personnel supernumerary of the fixed numbers prescribed in the provisions amending Article 2 of the Law for the Fixed Number of Personnel in the Administrative Organs (in the cases where the provisions of paragraphs 3 to 11 inclusive are applied, the fixed numbers which are authorized by virtue of these provisions) may be retained outside of the limitation of the fixed numbers of personnel until June 30, 1950, inclusive.
