Law for Partial Amendments to the Ministry of Construction Establishment Law
The Ministry of Construction Establishment Law (Law No.113 of 1948) shall be partially amended as follows:
Article 3 item (26-2) shall be amended as follows;
(26-2) To execute construction works, land surveying, map making and taking photographs for survey, and to handle affairs concerning the processing of materials for construction works and concerning the repairing of machines for construction works as entrusted by public entities, the Japanese National Railways and the Japan Monopoly Public Corporation;
In Article 4 paragraph 4, "and the Geographical Survey Institute" shall be added next to "other Bureaus" .
In Article 7, "land surveying, map making and taking photographs for survey among the affairs prescribed in item (26-2)," shall be added next to "the affairs prescribed in Article 3 item (2)," .
In the table of Article 10 paragraph 1, the columns of Government Office Building Council, River Council, and Highway Planning Council shall be deleted, and the following column of the Civil Engineering Council shall be added next to the column of Land Survey Council:
Civil Engineering Council
As an advisory organ of the Minister of Construction, in response to his inquiries, to make research and deliberation upon major matters concerning rivers, sand-control, roads, disaster rehabilitation and other civil engineering works, and to give advice about such matters to administrative organs concerned.
In paragraph 2 of the said Article, "the preceding paragraph" shall be amended as "paragraph 1" , the same paragraph shall be made paragraph 6 of the said Article and the following four paragraphs shall be added next to paragraph 1 of the said Article.
2 The Civil Engineering Council (hereinafter referred to as the "Council" ) shall consist of the Minister of Construction and Members not exceeding twenty-five persons in number.
3 The Members of the Council shall be appointed by the Minister of Construction as part-time national public service personnel from among officials of the administrative organs concerned, officials of local public entities, scholars in the field, officials of organizations engaged in investigation, research, guidance and enlightenment concerning civil engineering, and if necessary, from among other persons having deep knowledge and experience concerning civil engineering;in this case, the number of the Members engaged in a lucrative enterprise shall not exceed one-fourth of the total number of the Members.
4 In case it is necessary for making investigation and deliberation upon technical matters concerning civil engineering, the Council may have Expert Members not exceeding twenty persons in number.
5 The Export Members shall be appointed by the Minister of Construction as part-time national public service personnel in accordance with the provisions of the National Public Service Law from among persons having expert knowledge.
In the table of Article 12 paragraph 1, the column of Kanto Regionl Construction Bureau shall be amended as follows:

Tokyo-To, Ibaraki, Tochigi, Gumma, Saitama, Chiba, Kanagawa, Yamanashi, Niigata and Nagano Prefectures.
Supplementary Provision:
This Law shall come into force as from the day of its promulgation. However, the amended provisions of Article 12 shall apply as from October 1, 1949.
