Law for Partial Amendments to the Compensation against Agricultural Loss Law
The Compensation against Agricultural Loss Law (Law No.185 of 1947) shall be partially amended as follows:
Article 82 shall be amended as follows:
Article 82. In this Chapter, "the administrative authorities" shall be, excepting the case under Article 53 and the case where the same term is employed as "dispositions made by the administrative authorities under laws and orders," the governor of To, Do, Fu or prefecture with respect to the agricultural mutual relief association, and the competent Minister with respect to the federation of agricultural mutual relief associations;provided, however, that, so far as the federation of agricultural mutual relief associations is concerned, "the administrative authorities" in Article 78, Article 79 and Article 80 paragraph 1 shall also include the governor of To, Do, Fu or prefecture.
In Article 84 paragraph 1 item (1), "as well as by diseases" shall be amended as "and damage by diseases, insects, birds or beasts" and in item (2) of the same paragraph, "Damages by disease of silkworms and decreased production of mulberry-leaves due to wind, flood, drought, frost, hail-storm, snow and other meteorological phenomena (including earthquakes and volcanic eruptions)" shall be amended as "Damage of silkworms by wind, flood, earthquakes or volcanic eruptions as well as by disease or insects, and decreased production of mulberry leaves due to wind, flood, drought, frost, hailstorm, snow and other meteorological phenomena (including earthquakes and volcanic eruptions) as well as by disease or insects."
Supplementary Provision:
This Law shall come into force as from the day of its promulgation;provided that the amended provision of Article 84 paragraph 1 item (1) shall apply to the crop sown in the autumn of 1950 and thereafter in so far as the wheat, barley or oats crop is concerned.
