I hereby promulgate the Law for Partial Amendments to the Law concerning Improvement and Promotion of Agriculture.

Law for Partial Amendments to the Law concerning Improvement and Promotion of Agriculture
The Law concerning Improvement and Promotion of Agriculture (Law No.165 of 1948) shall be partially amended as follows:
In Article 8, "for the purchase, erection, preservation or repair of any building or buildings, or the purchase or rental of land nor shall it be used for any project other than those designated by the Minister of Agriculture and Forestry, nor" shall be amended as "for any project other than those designated by the Minister of Agriculture and Forestry, nor."
In Article 16 paragraph 1 items 1 and 2, "Forty-five (45) per cent" shall be amended as "Thirty (30) per cent" , in item 3 of the same paragraph, "Ten (10) per cent" as "Twenty (20) per cent," and the same item shall be made item 4;next to item 2, the following one item shall be added:
3. Twenty (20) per cent of the sum shall be divided to To, Do, Fu and each prefecture in proportion to the number of cities, towns and villages in respective To, Do, Fu and prefectures;
In Article 16 paragraph 2, "(1) and (2) in the preceding paragraph" shall be amended as "each of the items of the preceding paragraph."
Next to Article 20, the following one Article shall be added:
(Suspension of Delivery of Grant-in-aid)
Article 20-(2). In case the Minister of Agriculture and Forestry deems the situation of execution of the project in To, Do, Fu or prefecture who has submitted the letter of acceptance in Article 17 to be not conformable to the plan of the project, he may suspend delivery of the whole or part of grant-in-aid.
In Article 23 paragraph 1, "in the event he does not allot or grant to the prefecture the grant-in-aid divided in accordance with the provisions of items 1 and 2, paragraph 1, Article 16 because... below" shall be amended as "in the event he does not allot or grant the grant-in-aid under the provisions of each item of Article 16 paragraph 1 because... below nor grant the grant-in-aid concerned in accordance with the provisions of Article 20-(2)," and in paragraph 4 "shall return the grant-in-aid concerned to unappropriated national funds" as "may grant the grant-in-aid concerned to To, Do, Fu or prefecture mentioned in Article 16 paragraph 1 item 4."
Supplementary Provision:
This Law shall come into force as from the day of its promulgation.
