Article 4-(2).　In case the budget of public corporations, etc. is approved by the Diet, the Cabinet shall notify it to public corporations, etc. concerned without delay through the competent Minister, in accordance with the approval of the Diet.

2　In case the notification is made under the provision of the preceding paragraph, the Minister of Finance shall notify it to the Board of Audit.

Article 10-(2).　In accordance with the budget notified under the provision of Article 4-(2) paragraph 1, the public corporations, etc. shall prepare, with respect to the amount necessary for contracts and other acts which shall be the cause of the disbursement (hereinafter referred to as "obligation" ) and the amount necessary for disbursement, documents concerning the plan of obligation or payment, as prescribed by the Minister of Finance, and shall submit it to the Minister of Finance for his approval, through the competent Minister.

2　In case the Minister of Finance approved the plan of obligation or payment under the preceding paragraph, he shall notify it to the public corporations, etc. concerned and the Board of Audit.

3　The public corporations, etc. incurring obligation or making payment in accordance with the budget notified under the provision of Article 4-(2) paragraph 1 shall not, in so doing, exceed the amount prescribed in the plan of obligation or payment approved under the provision of paragraph 1.

Article 10-(3).　Other than those prescribed in the preceding three Articles, matters necessary for execution of the budget of public corporations, etc. shall be prescribed by the Minister of Finance after consultation with the competent Minister.
