電氣通信省設置法の一部を改正する法律
Law for Partial Amendments to the Ministry of Telecommunications Establishment Law
電氣通信省設置法（昭和二十三年法律第二百四十五号）の一部を次のように改正する。
Partial amendment shall be made to the Ministry of Telecommunications Establishment Law (Law No.245 of 1948) as follows:
第四條第一項中「政府機関」を「行政機関」に改める。
In Article 4 paragraph 1, "Japanese Governmental Agency" shall be amended as "Japanese administrative organ."
第五條第一号中「契約」を「支出負担行爲」に改め、同條第十四号の次に次の四号を加える。
In Article 5 item (1), "to conclude such contracts." shall be amended as "to made such obligations" ;the following four items shall be added next to item (14) of the same Article:
十四の二　法令の定めるところに從い、政府機関、個人又は会社その他の團体の電氣通信施設の建設保存の計画を調整し、承認し、許可し、及びその実施を監督すること。
(14-2)　In compliance with laws and orders, to adjust and approve plans for the construction and maintenance of telecommunication facilities owned by government organ, private individuals, companies or similar organizations as well as supervise the execution of approved plans;
十四の三　法令の定めるところに從い、電氣通信機械の割当をすること。
(14-3)　In compliance with laws and orders, to allocate telecommunication apparatus;
十四の四　法令の定めるところに從い、政府機関、個人又は会社その他の團体の電氣通信業務の運営の計画を調整すること。
(14-4)　In compliance with laws and orders, to adjust plans for the operation of telecommunication services of government organs, private individuals, companies or similar organizations:
十四の五　法令の定めるところに從い、電氣通信施設並びに電氣通信用の機器及び素材に関する統計、記録その他の資料を関係政府機関から提出させること。
(14-5)　In compliance with laws and orders, to request government organs concerned to present data related to telecommunication facilities, apparatus, articles and materials including statistical data and records.
第五條第十六号を次のように改める。
Article 5 item (16) shall be amended as follows:
十六　地方電氣通信取扱局（委託又は私設設備の供用によつて電氣通信業務を行う取扱機関を含む。以下同じ。）の窓口取扱時間及び取扱事務の範囲を定めること。
(16)　To fix service hours and scope of service of Local Telephone or Telegraph Office (including organs handling telecommunication services entrusted by, or offering privatelyowned facilities for use of the Ministry;same shall apply hereinafter.
第五條第十八号中「第四十二條第九号」を「第四十一條第二十三号」に改め、同号の次に次の一号を加える。
In Article 5 item (18), "Article 42 item (9)" shall be amended as "Article 41 item 23" ;the following item shall be added next to the same item:
十八の二　第十六條第十一号の檢査であつて、電氣通信省において行うことを不利と認めるものを部外の檢査機関に委託すること。
(18-2)　To entrust the inspection mentioned in Article 16 item (11) to some inspection organs outside the Ministry if it is deemed more profitable that such inspection being carried out by them.
第五條第二十号中「電氣通信業務及び電波管理業務」を「電氣通信業務、電波管理業務及び航空保安業務」に改める。
In Article 5 item (20), "the telecommunication service and radio regulation activities" shall be amended as "the telecommunication service, radio regulation activities and aeronautical aids service."
第五條第二十二号の次に次の二号を加える。
The following two items shall be added next to Article 5 item (22):
二十二の二　電氣通信省の所掌事務の遂行に支障がなく、且つ、電氣通信省以外の者に委託することが困難であると認められる場合に限り、政府機関、個人又は会社その他の團体からの委託により、電氣通信用の機器、物品及び素材を調達し、保管し、修理し、加工し、及び檢査すること。
(22-2)　To purchase, store, repair, remodel and inspect apparatus articles and materials used in telecommunications by the request of government organs, private individuals, companies or similar organizations as far as the performance of the functions of the Ministry is not hindered and only in the cases where such businesses are deemed difficult to be entrusted to those other than the Ministry.
二十二の三　電氣通信省の所掌事務の遂行に支障がなく、且つ、電氣通信省以外の者から調達することが困難であると認められる場合に限り、私設設備を所有する政府機関、個人又は会社その他の團体に電氣通信事業特別会計の保有する物品を賣り渡すこと。
(22-3)　To sell articles owned by the Telecommunications Special Accounts to government organs, private individuals, companies or similar organizations possessing privately-owned facilities so far as the performance of the functions of the Ministry is not hindered and only in the cases where such articles are difficult to be purchased from any those other than the Ministry.
第七條を次のように改める。
Article 7 shall be amended as follows:

第七條　電氣通信省（外局を除く。）に大臣官房及び左の区分により局及び部並びに國家行政組織法第二十一條の規定に基いて、電氣通信監室及び研究所を置く。
Article 7.　The Ministry of Telecommunications (excluding External Organizations) shall have the Minister's Secretariat, and Bureaus and Divisions as classified below, and in conformity with the provisions of Article 21 of the National Government Organization Law, the Telecommunication Director-General's Chamber and the Laboratory.

２　大臣官房に人事部を置く。
2　The Minister's Secretariat shall have the Personnel Division.
３　第一項の研究所は、その業務を遂行するため、方式実用化、器材実用化、基礎研究、試作、特許出版及び事務の各部門に分つ。
3　The Laboratory mentioned in paragraph 1 shall in order to carry out its functions, be devided into parts (Bumon) of Development, Equipment Parts Development, Research, Model Shop, Patent and Publication and Administration.
４　第一項の電氣通信監室及び研究所には、國家行政組織法第七條第一項の課を置くことができる。
4　The Telecommunication Director-General's Chamber and Laboratory mentioned in paragraph 1 may have sections as stated in Article 7 paragraph 1 of the National Government Organization Law.
第八條を次のように改める。

第八條　電氣通信省に電氣通信監一人を置く。
Article 8.　The Ministry of Telecommunications shall have a Telecommunication Director General.
２　電氣通信監は、各局及び研究所を統轄し、その業務を執行する職責を有する。
2　The Telecommunication Director-General shall preside over the Bureau and Laboratory, and be responsible for the execution of the businesses thereof.
第九條第十号中「総務長官官房」を「電氣通信監室」に改め、同條第十一号の次に次の八号を加える。
In Article 9 item (10), "the Director-General's Secretariat" shall be amended as "the Telecommunication Director-General's Chamber" ;the following eight items shall be added next to item (11) of the same Article:
十一の二　政府機関、個人又は会社その他の團体の電氣通信施設の建設保存の計画を調整し、承認し、許可し、及び計画の実施を監督すること。
(11-2)　Adjustment, approval and permission of plans for the construction and maintenance of telecommunication facilities owned by government organs, private individuals, companies or similar organizations as well as supervision of the execution of approved plans;
十一の三　電氣通信機械の割当をすること。
(11-3)　Allocation of telecommunication apparatus;
十一の四　政府機関、個人又は会社その他の團体の電氣通信業務の運営の計画を調整すること。
(11-4)　Adjustment of plans for the operation of telecommunication services of governmental or private agencies;
十一の五　政府機関、個人又は会社その他の團体の電氣通信施設及び電氣通信用の機器及び素材に関する統計、記録その他の資料を作成し、及び保存すること。
(11-5)　Preparation and custody of data, including statistical data and records, related to telecommunication facilities, apparatus articles and materials of government organs, private individuals, companies or similar organizations;
十一の六　人事に関し、左に掲げる事務を処理すること。
(11-6)　Disposal of following businesses related to personnel:
（一）　職員の職階、任免、分限、懲戒、服務及び教養に関すること。
(i)　Classification, appointment and dismissal of personnel, their status, disciplinary punishment, performance of duty and refinement,
（二）　職員の需要及び採用に関する計画案の取りまとめをすること。
(ii)　Summarization of plans for requirements and procurement of personnel,
（三）　職員の定員に関すること。
(iii)　Fixed number of personnel,
（四）　職員の厚生及び保健に関する事務を処理し、並びに必要な施設を設置し、及び管理すること。
(iv)　Welfare and sanitation for the personnel;establishment and maintenance of facilities necessary thereto,
（五）　職員に貸與する宿舍を設置し、及び管理すること。
(v)　Establishment and maintenance of housing to be rented to personnel,
（六）　電氣通信省共済組合に関する法令の執行に関すること。
(vi)　Enforcement of laws and orders related to t;he Ministry of Telecommunications Mutual Aid Association.
十一の七　所部の職員を訓練すること。
(11-7)　Training of personnel of the Ministry;
十一の八　予算が成立した場合は、上官の定めた実行予算編成方針に基き、年度及び四半期別の成立予算実行計画案を作成し、経理局に送付すること。
(11-8)　In case the budget is established, the drafting, in accordance with the policy determined by superiors, of the execution plan for the established budget per fiscal year and quarter periods and presentation thereof to the Accounts and Finance Bureau;
十一の九　事業計画の変更に伴い、又は経理局の財政上の勧告に從つて、成立予算実行計画の修正案を作成し、経理局に送付すること。
(11-9)　Drafting of the adjustment plan for the execution project of the established budget in accordance with the alteration of the enterprise schemes or in conformity with the financial recommendations of the Accounts and Finance Bureau;and presentation thereof to the Accounts and Finance Bureau.
第九條に次の一項を加える。
The following paragraph shall be added next to Article 9:
２　人事部においては、前項第十一号の六に掲げる事務及び第十一号の七から第十二号までに掲げる事務（但し、同項第十一号の六に掲げる事務に係るものに限る。）をつかさどる。
2　The Personnel Division shall take charge of the business listed in item (11-6) of the preceding paragraph and businesses mentioned in items (11-7) to (12) inclusive of the same paragraph, however, limited to those connected with businesses mentioned in item (11-6) of the same paragraph.
第十條中「総務長官官房」を「電氣通信監室」に、「総務長官」を「電氣通信監」に改め、同條第五号の次に次の二号を加える。
In Article 10, "Director-General's Secretariat" shall be amended as "Telecommunication Director-General's Chamber" ; "Director-General" shall be amended as "Telecommunication Director-General" ;the following two items shall be added next to item (5) of the same Article:
五の二　職員（大臣官房及び外局の職員を除く。以下本條中同じ。）の任免に関する計画案を作成し、人事部に送付すること。
(5-2)　Drafting of plans related to the appointment and dismissal of personnel (excluding the personnel of the Minister's Secretariat and External Organizations;same shall apply in this Article) and presentation thereof to the Personnel Division;
五の三　関係部局の要求に基き、訓練施設を設置し、及び管理すること。
(5-3)　Establishment and maintenance of training facilities in accordance with the requests of sub-divisions concerned.
第十條の次に次の一條を加える。
The following one Article shall be added next to Article 10:
（業務局の事務）
(Businesses of Business Operation Bureau)
第十條の二　業務局においては、第十一條から第十五條まで及び第二十五條に掲げる各部の所掌に属する事務の外、左に掲げる事務をつかさどる。
Article 10-(2).　The Business Operation Bureau shall take charge of the following businesses in addition to those under the jurisdiction of Divisions listed in Article 11 to 15 inclusive and 25:
一　所部の職員の訓練計画を設定し、及び実施すること。
(1)　Establishment and execution of plans for the training of personnel of the bureau;
二　所部の職員の給與、身分等に関する意見及び資料を人事部に送付すること。
(2)　Presentation of opinions and data related to the compensation, status, etc. of personnel of the Bureau to the Personnel Division;
三　所部の職員の定員に関すること。
(3)　Fixed number of personnel of the Bureau;
四　所部の職員の需要及び採用に関する計画案を人事部に送付すること。
(4)　Presentation of plans for the requirements and procurement of personnel of the Bureau to the Personnel Division;
五　所部の職員の住宅、寄宿舍その他厚生施設の設置の計画案を作成し、人事部に送付すること。
(5)　Presentation of drafts of plans for providing welfare facilities such as houses and dormitories for use of personnel of the Bureau to the Personnel Division;
六　所掌事務に関する統計及び資料を分析し、及び保存すること。
(6)　Analysis, and custody of statistics and other data related to the businesses in charge of the Bureau;
七　所掌事務の遂行に必要な機器、物品及び素材に関する要求案を資材部に送付すること。
(7)　Presentation of requirements related to apparatus, articles and materials necessary for the performance of the Businesses in charge of the Bureau to the Supply Division;
八　所掌事務に関する法令、規程及び規約を立案し、及び実施すること。
(8)　Preparation of drafts for and enforcement of laws and orders, rules and regulations, related to the businesses in charge of the Bureau;
九　所掌事務に関する基準、標準実施方法及び取扱手続を作成すること。
(9)　Establishment of standards, standard practices and procedures for the businesses in charge of the Bureau;
十　所掌事務の正当な管理をするため、業務又は施設の実地檢査を行うこと。
(10)　Field inspection in services or facilities for the proper administration of the businesses in charge of the Bureau;
十一　所掌事務の遂行に必要な予算に関する要求案を作成し、及び決定された実行予算を実施すること。
(11)　Preparation of budgetary estimates and execution of approved execution budget necessary for the performance of the businesses in charge of the Bureau.
第十一條中「周知調査局」を「周知調査部」に改める。
In Article 11, "Advertising and Public Relations and Commercial Engineering Bureau" shall be amended as "Advertising, Public Relations and Commercial Engineering Division."
第十二條中「計画局」を「計画部」に、同條第一号及び第六号中「施設部門の各部局」を「施設局」に、同條第一号及び第七号中「施設局」を「施設部」に、同條第六号中「電氣通信取扱局」を「地方電氣通信取扱局」に、同條第七号中「業務部門の各部局」を「業務局」に、同條第八号中「周知調査局」を「周知調査部」に改める。
In Article 12, "Traffic Engineering Bureau" shall be amended as "Traffic Engineering Division" ; "Subdivisions of the Plant Department" in items (1) and (6) of the same Article shall be amended as "Plant Bureau" ; "Plant Engineering Bureau" in items (1) and (7) of the same Article shall be amended as "Plant Engineering Division" ; "Telephone and Telegraph Offices" in item (6) of the same Article shall be amended as "Local Telephone or Telegraph Offices" ; "the Business Department" in item (7) of the same Article shall be amended as "the Business Operation Bureau" and "the Advertising, Public Relations and Commercial Engineering Bureau" in item (9) of the same Article shall be amended as "the Advertising, Public Relations and Commercial Engineering Division."
第十三條中「営業局」を「営業部」に、同條第二号及び第三号中「周知調査局」を「周知調査部」に、同條第四号中「電氣通信取扱局」を「地方電氣通信取扱局」に改め、同條第九号を次のように改める。
In Article 13, "the Commercial Operation Bureau" shall be amended as "the Commercial Operation Division" : "the Advertising and Public Relations and Commercial Engineering Bureau" in items (2) and (3) of the same Article shall be amended as "the Advertising, Public Relations and Commercial Engineering Division" ; "Telephone and Telegraph, Offices" in item (4) of the same Article shall be amended as "Local Telephone and Telegraph Offices" ;and item (9) of the same Article shall be amended as follows:
九　第六條の規定に基き、郵政省と委託の條件、方法等を協定すること及び郵政省に委託した電氣通信省の所掌事務について、営業上、郵便局を直接指揮監督すること。
(9)　In accordance with the provision of Article 6, to fix entrusting conditions and measures with the Ministry of Postal Services;to direct and supervise post offices, concerning the commercial operation, in relation to the businesses of the Ministry of Telecommunications entrusted to the Ministry of Postal Services.
第十四條中「運用局」を「運用部」に、同條第五号中「業務部門の各部局」を「業務局」に、「施設局」を「施設部」に、同條第八号中「周知調査局」を「周知調査部」に改める。
In Article 14, "the Traffic Operation Bureau" shall be amended as "the Traffic Operation Division" ;in tiem (5) of the same Article. "every sub-divisions of the Business Operation Department" shall be amended as "the Business Operation Bureau" ; "Plant Engineering Bureau" shall be amended as "Plant Engineering Division" ; "the Advertising, Public Relations and Commercial Engineering Bureau" in item (8) of the same Article shall be amended as "the Advertising, Public Relations and Commercial Engineering Division."
第十五條第一号中「施設局」を「施設部」に、「運用局」を「運用部」に、「計画局」を「計画部」に、同條第四号及び第十号中「周知調査局」を「周知調査部」に改める。

第十五條の二　施設局においては、第十六條から第二十條まで及び第二十五條に掲げる各部の所掌に属する事務の外、左に掲げる事務をつかさどる。
Article 15-(2).　The Plant Engineering Bureau shall take charge of the following businesses in addition to those under the jurisdiction of Divisions listed in Articles 16 to 20 inclusive and 25:
一　所部の職員の訓練計画を設定し、及び実施すること。
(1)　Establishment and execution of plans for the training of the personnel of the Bureau;
二　所部の職員の給與、身分等に関する意見及び資料を人事部に送付すること。

三　所部の職員の定員に関すること。
(3)　Fixed number of the personnel of the Bureau;
四　所部の職員の需要及び採用に関する計画案を人事部に送付すること。

五　所部の職員の住宅、寄宿舍その他厚生施設の設置の計画案を作成し、人事部に送付すること。

十一の二　前号の事務を外部の檢査機関に委託すること及び委託を受けて前号の事務を行うこと。
(11-2)　To entrust the Business mentioned in item (11) above to any inspecting agencies outside the Ministry;to conduct the businesses mentioned in item (11) above when such businesses are entrusted from agencies outside the bureau.
第十七條中「建設局」を「建設部」に、同條第一号中「施設局」を「施設部」に改める。
In Article 17, "Construction and Installation Bureau" shall be amended as "Construction and Installation Division" ; "the Plant Engineering Bureau" in item (1) of the same Article shall be amended as "the Plant Engineering Division."
第十八條中「保全局」を「保全部」に、同條第一号及び第二号中「施設局」を「施設部」に、同條第二号及び第三号中「建設局」を「建設部」に、同條第六号中「周知調査局」を「周知調査部」に改める。
In Article 18, "the Maintenance Engineering Bureau" shall be amended as "the Maintenance Engineering Division" ; "the Plant Engineering Bureau" in items (1) and (2) of the same Article shall be amended as "the Plant Engineering Division" ; "the Construction and Installation Bureau in items (2) and (3) of the same Article shall be amended as" the Construction and Installation Division "and" the Advertising, Public Relations and Commercial Engineering Bureau "in item (6) of the same Article shall be amended as" the Advertising, Public Relations and Commercial Engineering Division."

In Article 19, "the Supply Bureau" shall be amended as "the Supply Division" ;the following two items shall be added next to item (5) of the same Article:
五の二　第五條第二十二号の二の規定に從い、政府機関、個人又は会社その他の團体からの委託により電氣通信用の機器、物品及び素材を調達し、保管し、修理し、及び加工すること。
(5-2)　When requested in accordance with the provision of item 22-(2) of Article 5, to purchase, store, repair and remodel apparatus, articles and materials used in telecommunications for government organs, private individuals, companies or similar organizations;
五の三　第五條第二十二号の三の規定に從い、私設設備を所有する政府機関、個人又は会社その他の團体に、電氣通信事業特別会計の保有する物品を賣り渡すこと。
(5-3)　To sell articles owned by the Telecommunications Special Accounts in accordance with the provisions of item (22-3) of Article 5, to government organs, private individuals, companies or similar organizations possessing privately-owned facilities.
第二十條第三号の次に次の一号を加える。

In items (1) and (2) of Article 23, "the Director-General" shall be amended as "the Telecommunication Director-General."

In Article 25, "the Bureau, divisions and the Laboratory" shall be amended as "the Accounts and Finance Bureau, divisions and the Laboratory" ; "Articles 11-29, Articles 22, 23 and 24" shall be amended as "Articles 11 to 15 inclusive, Articles 16 to 20 inclusive, Articles 23 and 24."

In Article 26 paragraph 2, "(excepting the Electrical Communications Laboratory)" shall be amended as "(excepting the Supply Division and the Electrical Communications Laboratory)" ;item (3) of the same Article shall be deleted;the following two paragraphs shall be added next to paragraph 2 of the same Article:
３　電氣通信大臣は、第一項に掲げるものの外、資材部の事務の一部を分掌させるため、必要な地に資材部出張所を設けることができる。
3　The Minister of Telecommunications may, besides those mentioned in paragraph 1, establish Local Supply Offices in such places necessary to take charge of a part of the businesses of the Supply Division.
４　地方機関は、それぞれ第七條第一項に掲げる各部局の所轄の下にその所掌事務を遂行しなければならない。
4　Local organization shall respectively perform their businesses under the competent jurisdiction of subdivisions listed in Article 7 paragraph 1.
第二十七條第二項を次のように改める。
Article 27 paragraph 2 shall be amended as follows:
２　地方電氣通信局の名称、管轄区域及び所掌事務の範囲は政令で、内部組織は電氣通信省令で定める。
2　Name, area of jurisdiction and scope of functions of the Local Telecommunications Bureau shall be provided for by Cabinet Order and internal organization thereof by Ministry of Telecommunications Ordinance.
第三十一條を次のように改める。

第三十二條第三号中「公文書を」の下に「授受し、発送し、」を加える。
In Article 32 item (3), "Receipt, delivery, despatch" shall be added before "filling."
第三十三條第七号中「法規的」を「法律的、経済的及び社会的」に改める。
In Article 33 item (7), "Legal" shall be amended as "Legal, economic and social."
第三十五條中「技術部」を「電波部」に改め、同條第六号を削り、同條第五号の次に次の五号を加える。
In Article 35, "Engineering Division" shall be amended as "Engineering and Monitoring Division" ;item (6) of the same Article shall be deleted;the following five items shall be added next to item (5) of the same Article:

七　不法に施設された無線周波施設を探査すること。
(7)　Search and inspection of illegal radio wave and unlawful radio frequency facilities;

(8)　In compliance with international and regional conventions, regulations and agreements, contact with international radio wave monitoring organizations concerning the monitoring and correction of radio wave;exchange of data with them;
九　無線用水晶片及び周波数測定器具を較正すること。
(9)　Calibration of radio crystals and frequency measuring instruments;
十　電波廳の所掌事務を遂行するに必要な施設を計画し、設置し、及び管理すること。
(10)　Planning. establishment and administration of facilities necessary for the performance of the business of the Agency.
第三十六條を次のように改める。

第三十七條第四項から第六項までを一項ずつ繰り下げ、第四項として次の一項を加える。
In Article 37, index number of paragraphs 4 to 6 inclusive shall be carried down by one respectively and the following one paragraph shall be added as paragraph 4:
４　第三十五條第六号及び第七号の事務を地方電波管理局に分掌させる場合は、第二項の管轄区域にかかわらず、電氣通信大臣が別段の定をすることができる。
4　In case the businesses mentioned in Article 35 items (6) and (7) are partly taken charge of by Local Radio Regulatory Office, the Minister of Telecommunications may, notwithstanding the area of jurisdiction prescribed in paragraph 2, determine it otherwise.
第三十八條中「第二十二号」を「第二十二号、第二十三号」に改める。

第四十一條中「事務部」を「航空保安廳」に改め、同條第三号中「公文書を」の下に「授受し、発送し、」を加え、同條第七号中「（技術部の所掌に属するものを除く。）」を削り、同條第九号中「所部の」を削り、同條第十三号中「素材を調達すること」を「素材の需要計画を設定し、並びにこれを調達し、出納し、及び保管すること」に改め、同條第十六号を削り、同條第十五号の次に次の十号を加える。

(23)　Investigation, research, experiment and model making for the improvement of air navigation facilities, or to entrust the above to any research organization outside the Agency;
二十四　航空保安業務の國際的協力のために開催される國際会議に代表者を派遣すること。
(24)　Representation at international conferences to be held for the cooperation of countries for world-wide aeronautical aids service;
二十五　前各号に掲げるものの外、法令に基き航空保安廳に属させられた権限に関すること。
(25)　Besides those listed above, matters related to the powers vested in the Aeronautical Aids Agency by laws and orders.
第四十二條を次のように改める。

第四十六條中「電氣通信審議会」を「電氣通信省運営審議会」に、同條第二項中「電波規正審議会」を「電波技術審議会」に改める。
In Article 46, "Advisory Council for the Ministry of Telecommunications" shall be amended as "Council for the Ministry of Telecommunications (Denkitsushinsho Un'ei Shingikai);" in paragraph 2 of the same Article "the Radio Correction Committee" shall be amended as "the Radio Wave Technical Council."
第四十六條の次に次の二條を加える。

（電氣通信調整審議会）
(Telecommunications Co-ordination Committee)
第四十六條の二　電氣通信調整審議会は、第九條第十一号の二から第十一号の五までに掲げる事務の円滑な遂行を図るための機関とする。
Article 46-(2).　The Telecommunications Co-ordination Committee shall be the organ to aid the smooth operation of the businesses mentioned in Article 9 items (11-2) to (11-5) inclusive.
２　電氣通信大臣が第五條第十四号の二から第十四号の五までに掲げる権限を行使するには、電氣通信調整審議会の議決を経なければならない。
2　In case the Minister of Telecommunications exercises the powers mentioned in Article 5 items (14-2) to (14-5) inclusive, he shall subject to the decision of the Telecommunications Co-ordination Council.
３　電氣通信調整審議会は、前項に掲げるものの外、第一項の事項に関して関係各大臣に建議することができる。
3　The Telecomunications Co-ordination Committee may advice the Ministers concerned in relation to the matters mentioned in paragraph 1 besides those prescribed in the preceding paragraph.
４　電氣通信調整審議会は、委員十五人以内をもつて組織する。
4　The Telecommunication Co-ordination Council shall consist of not more than 15 members.
５　委員は、関係各廳の職員及び学識経驗のある者のうちから、内閣総理大臣が委嘱する。
5　The members shall be commissioned by the Prime Minister from among the personnel of Ministries concerned and men of learning and experience.
６　この法律に定めるものの外、電氣通信調整審議会に関し必要な事項は、政令で定める。
6　Besides those prescribed in this Law, necessary matters relating to the Telecommunications Co-ordination Committee shall be provided for by Cabinet Order.
（電波技術審議会）
(Radio Wave Technical Council)
第四十六條の三　電波技術審議会は、電波監理長官の諮問に應じ、電波の規律に必要な技術に関する事項を調査審議するための機関とする。
Article 46-(3).　The Radio Wave Technical Council shall be the organ to make research and deliberation on matters inquired by the Radio Regulatory Commissioner relating to the technics necessary for the regulation of radio wave.
２　電波技術審議会の組織、所掌事務及び委員その他の職員については、政令で定める。
2　Matters related to the organization, responsibilities, members and other personnel of the Radio Wave Technical Council shall be provided for by Cabinet Order.
第五十條中「電氣通信審議会」を「電氣通信省運営審議会、電氣通信調整審議会及び電波技術審議会」に改める。
In Article 50, "Advisory Council for the Minister of Telecommunications" shall be amended as "Council for the Ministry of Telecommunications (Denkitsushinsha Un'ei Shingikai), Telecommunications Co-ordination Committee and Radio Wave Technical Council."
第五十一條を次のように改める。

第五十二條中「職員」の下に「の任免、昇任、懲戒その他人事管理に関する事項を」を加える。
In Article 52, "Matters related to the appointment, promotion, disciplinary punishment and other administration of" shall be added before "personnel."
第五十四條中「電氣通信大臣」を「電氣通信大臣、電波監理長官及び航空保安廳長官」に、「地方機関及び附属機関」を「地方機関、附属機関及び地方支分部局」に改め、「並びに電波廳（地方支分部局を含む。）及び航空保安廳」を削る。
In Article 54, "The Minister of Telecommunications" shall be amended as "The Minister of Telecommunications, the Radio Regulatory Commissioner and the Director of Aeronautical Aids Agency;" "its local organizations and subsidiary organizations" shall be amended as "their local organizations, subsidiary organizations and local branch offices" ; "the Radio Regulatory Agency and its local offices, and Aeronautical Aids Agency" shall be deleted.
第五十五條中「政令で、又は政令の委任により」を削る。
In Article 55, "by Cabinet Order, or" and "authorized by Cabinet" shall be deleted.
附　則
Supplementary Provision:
この法律は、公布の日から施行する。
This Law shall come into force as from the day of its promulgation.
