Article 1.　The pay for seamen who are employed by the Civilian Merchant Marine Committee shall be determined according to Salary Schedule for Seamen provided under the Law Administering the New Pay of Government Officials (Law No.46 of 1948) mutatis mutandis.

Article 2.　The director of the Civilian Merchant Marine Committee may, with the concurrence of the competent Minister, provide a special allowance for officers and employees (including seamen, hereinafter the same) of the Civilian Merchant Marine Committee;the allowance shall be paid within the limit not exceeding 12% of the regular base pay for seamen and not exceeding 30% of the said pay for officers and shore employees;provided that the sum total of the special allowance for officers and employees shall not exceed 10% of the sum total of the regular base pay for these officers and employees.

Article 3.　The special allowance provided for in the preceding Article shall be paid only within the appropriations provided for Civilian Merchant Marine Committee.
