Article 1.　The budget for the fiscal year 1949-50 of the Special Account for Enterprise of the Monopoly Bureau and the Government Railway Special Account may be prepared and submitted to the Diet by the Government including in that budget those, which shall become respectively the budget for the Japan Monopoly Public Corporation and the Japan Government Railways when the Japan Monopoly Public Corporation and the Japan Government Railway shall be established.

2　Among the budget of the Special Account for Enterprise of the Monopoly Bureau and the Government Railway Special Account, approved under the provision of the preceding paragraph and the budget for the fiscal year 1948-49 of the Special Accounts concerned, authorized to be carried over to the following fiscal year, those which were not executed until the preceding day of the establishment day of the Japan Monopoly Public Corporation and the Japan Government Railways shall become respectively the budget for the fiscal year 1949-50 to be executed by the Japan Monopoly Public Corporation and the Japan Government Railways.

Article 2.　The budget for the fiscal year 1949-50 of the Communication Enterprise Special Account may be prepared and submitted to the Diet by the Government including in that budget those which shall become the budget for the Postal Administration Special Account and the Tele-communication Special Account when the Communication Enterprise Special Account shall be divided into the Postal Administration Special Account and the Tele-communication Account.

2　Among the budget of the Communication Enterprise Special Account approved under the provision of the preceding paragraph and the budget for the fiscal year 1948-49 of the Special Account concerned, authorized to be carried over to the following fiscal year, the budget of the Postal Administration Sub-account and the Tele-communication Sub-account, which were not executed until the preceding day of the establishment day of the Postal Administration Special Account and the Tele-communication Special Account, shall become respectively the budget for the fiscal year 1949-50 to be executed by the Postal Administration Special Account and the Tele-communication Special Account.
