Article 1. The Fertilizer Committee shall be under the jurisdiction of the President of the Economic Stabilization Board and shall investigate and deliberate upon important matters concerning fertilizer, in response to the President's inquiries.
第二條 審譏会は、会長一人及び委員三十人以內で、これを組織する。
Article 2. The Committee shall be composed of a chairman and members not more than thirty.
特別の事項を調査審議するため必要があるときは、臨時委員を置くことができる。
In case of necessity for investigating and deliberating upon special matters, the Committee may have temporary members.
第三條 会長は、経済安定本部総務長官を以て、これに充てる。
Article 3. The post of Chairman shall be filled by the Director-General of the Economic Stabilization Board.
委員及び臨時委員は、左に揭げる者の中から、內閣総理大臣の奏請により、內閣で、これを命ずる。
The members or the temporary members shall be appointed by the Cabinet through the recommendation of the Prime Minister to the Throne from among those who are enumerated below:
一 関係各廳一級又は二級の官吏
1. The first or second class officials of the government offices concerned.
二 学識経驗者
2. Persons of knowledge and experience.
三 肥料の生產に関係ある者
3. Persons interested in fertilizer production.
四 肥料の消費に関係ある者
4. Persons interested in fertilizer consumption.
五 肥料の生產に関係ある事業に関係ある者
5. Persons interested in enterprises connected with fertilizer production.
第四條 会長は、会務を総理し、会議の議長となる。
Article 4. The chairman shall preside over the business of the Committee, and also take the chair of the Committee meetings.
会長に事故があるときは、経済安定本部総裁の指名する委員が、その職務を代理する。
In case of the chairman being prevented from assuming his duties, the member designated by the President of the Economic Stabilization Board shall act in his place.
第五條 審議会に專門研究員を置くことができる。経済安定本部総裁が、これを命ずる。
Article 5. The Committee may have expert investigators. They shall be appointed by the President of the Economic Stabilization Board.
專門研究員は、会長の指揮を受け、專門事項を調査研究する。
They will, under the directions of the chairman, take charge of investigation concerning special matters.
第六條 審議会に幹事を置く。経済安定本部総裁が、これを命ずる。
Article 6. The Committee shall have secretaries who shall be appointed by the Economic Stabilization Board.
幹事は、会長の指揮を承け、庶務を整理する。
The secretaries shall, under the directions of the Chairman, take charge of miscellaneous affairs of the Committee.
第七條 審議会に書記を置く。経済安定本部総裁が、これを命ずる。
Article 7. The Committee shall have clerks who shall be appointed by the President of the Economic Stabilization Board.
書記は、上司の指揮を受け、庶務に從事する。
The clerks shall engage in miscellaneous affairs under the directions of their superiors.
附 則
Supplementary Provision:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
