Regulations governing the Organization of National Planning Conference
Art. 1. The National Planning Conference, being under the charge of the Prime Minister, shall investigate or deliberate upon important matters related to national plannings (which include the reconstruction plannings for the war damages) in compliance with the inquiries submitted by the Cabinet Ministers concerned.
審議會は、前項の事項について、關係各大臣に建議することができる。
The Conference may bring forward the proposals about the said matters to the respective Cabinet Minister concerned.
第二條 審議會は、委員五十人以內で、これを組織する。
Art. 2. The Conference shall be organized by members not more than fifty.
前項の定員の外必要がある場合においては、臨時委員を置くことができる。
The Conference may have, in case of necessity, some temporary members in addition to the full number prescribed in the preceding paragraph.
第三條 審議會に會長を置き、委員の互選によつて、これを定める。
Art. 3. The Conference shall have the Chairman elected by the mutual vote of the standing members.
Art. 4. The members, standing and temporary, shall be appointed by the Cabinet through the recommentation of the Prime Minister to the Throne from among the officials above the Second Rank of the respective Ministry concerned or persons of learning and experience.
A term of membership of those appointed from among the persons of learning and experience is two years, but they may be released of their posts according to the special reasons even during the term.
第五條 會長は、會務を總理する。
Art. 5. The Chairman shall preside over the affairs of the Conference.
會長に事故があるときは、會長の指名する委員が、その職務を代理する。
In case the chairman is unable to discharge his duties, the standing member named by the Chairman shall act on his behalf.
第六條 審議會に專門委員を置くことができる。內閣總理大臣の奏請により、內閣で、これを命ずる。
Art. 6. The Conference may have the special members appointed by the Cabinet through the recommentation of the Prime Minister to the Throne.
專門委員は、會長の命を承けて、專門の事項を調査する。
The special members shall engage in special investigations under the directions of the Chairman.
Art. 7. When deemed necessary, the Conference may have besides the special members, some other proper persons attend the meeting and deliver their opinions.
Art. 8. In case of necessity, the Conference may ask any Authorities concerned to submit the materials for study or to make explanations.
第九條 審議會に幹事を置く。內閣總理大臣の奏請により、內閣で、これを命ずる。
Art. 9. The secretaries shall be attached to the Conference. They shall be appointed by the Cabinet through the recommentation of the Prime Minister to the Throne.
幹事は、上司の指揮を承けて、庶務を整理する。
The secretaries shall arrange general affairs under the instructions of their superior officials.
第十條 審議會に書記を置く。內閣總理大臣が、これを命ずる。
Art. 10. The clerks to be attached to the Conference shall be appointed by the Prime Minister.
書記は、上司の指揮を承けて、庶務に從事する。
The clerks shall engage in general affairs in accordance with the instructions of their superior officials.
附 則
Supplementary Provisions:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
土木會議官制は、これを廢止する。
The Regulations governing the Government Organization of Public Works Civil Engineering Commission shall be abolished.
