The Regulations governing the Organization of the National Food and Nutrition Council
Article 1. The National Food and Nutrition Council being under the supervision of the Prime Minister, shall, in answer to his questions investigate and deliberate on the important matters with respect to the stabilization of national foodstuffs and the improvement of national nutrition.
The Council may make a proposal to the Prime Minister with regard to such matters as stated in the preceding paragraph.
Article 2. The Council shall consist of a President, a Vice-President, and not more than thirty (30) members.
If the Council deems it necessary in investigating and deliberating on special matters, it may post several special members.
Article 3. The President shall be the Prime Minister.
The Vice-President shall be appointed from among the members by the Prime Minister.
Article 4. The Council members shall be appointed through the recommendation of the Prime Minister to the Throne from among such persons as stated below:
1. Not more than ten (10) government officials who represent each (government office) which has a direct interest in national food and nutrition.
2. Not more than twenty (20) learned experienced men outside the government.
The members mentioned in item of 2 the preceding paragraph shall include one man trained in each of the fields of science or techology covered by the governmental offices represented and two men trained in the science of nutrition in item 1 of the said paragraph, one of whom has knowledge of medical science and the other of agricultural science.
Article 5. The President shall preside over the affairs of the Council.
The Vice-President shall assist the President, and in the event of the inability or disability of the President to perform the duties of his office, the Vice-President shall perform the functions of the President instead.
In the event of the inability or disability of the President and the Vice-President to perform the duties of their office, such a council member as may be nominated by the President shall perform the functions of the President.
Article 6. The Council shall have several technical members for the purpose of making them investigate technical matters.
The technical members shall be appointed by the Cabinet, through the recommendation of the Prime Minister to the Throne.
Article 7. The Council shall have several Secretaries.
The Secretaries shall be appointed by the Cabinet, throngh the recommendation of the Prime Minister to the Throne.
The Secretaries shall, under instructions of the President, dispose of general affairs.
Article 8. The Council shall have a clerical staff.
The clerical staff shall be appointed by the Cabinet.
The clerical staff shall, under the instructions of the President and the Secretary, take charge of general affairs.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
