I hereby give My sanction to the Imperial Ordinance concerning the exception to the Imperial Ordinance No. 256 of 1916, "Bill which is used in the payment of taxes," and cause the same to be promulgted.

When the checks from the second block account are used to pay taxes which are designated by Minister of Finance according to the Financial Emergency Measures Ordinance, those checks may be omitted from the restriction which is provided in item 1, paragraph 1, Article 1 of Imperial Ordinance No. 256, 1916.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
