I hereby give My sanction to the Imperial Ordinance concerning the Regulations governing the Organization of the War Indemnity Special Tax Council, and cause the same to be promulgated.

The Regulations governing the Organization of the War Indemnity Special Tax Council
Article 1. War Indemnity Special Tax Council is under the jurisdiction of the Minister of Finance and when referred to by the Minister of Finance investigates and considers the matters coming within its jurisdiction in accordance with Article 12, paragraph 1 of the War Indemnity Special Measures Law.
第二條 委員会は、会長一人及び委員三十人以內で、これを組織する。
Article 2. The Council is comprised of the Chairman and members of the Council not exceeding 30 in number.
第三條 会長は、大藏大臣を以て、これに充てる。
Article 3. The Minister of Finance is appointed by the Chairman.
Article 4. The members of the Council are appointed by the Cabinet from among the first class secretarial officials of each Ministry concerned, members of both Houses and men of scholarship or experience, upon the recommendation of the Minister of Finance.
第五條 会長は、会務を総理する。
Article 5. The Chairman presides over the business of the Council.
会長に事故があるときは、大藏大臣の指名する委員が、その職務を代理する。
When the Chairman is absent from his post for some reason, a member nominated by the Minister of Finance shall act on behalf of the Chairman with regard to his business.
第六條 委員会に幹事を置く。
Article 6. Secretaries are appointed in the Council.
幹事は、関係各廳の二級の官吏の中から、大藏大臣の奏請により、內閣でこれを命ずる。
The secretaries of the Council are appointed by the Cabinet from among second class secretarial officials of each Ministry upon the recommendation of the Minister of Finance.
幹事は、会長の指揮を受け、庶務を整理する。
The secretaries dispose of general affairs under the direction of the Chairman.
第七條 委員会に書記を置き、大藏省の三級の官吏の中から、大藏大臣が、これを命ずる。
Article 7. Clerks are appointed in the Council. The clerks are appointed by the Minister of Finance from among the third class secretarial officials of the Ministry of Finance.
書記は、上司の指揮を受け、庶務に從事する。
The clerks attend to general affairs under the direction of their superiors.
附 則
Supplementary Provision:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
