The Law for the Control of Population Inflow into Urban Areas
第一條　この法律は、都会地における人口の過度の集中に因る窮迫した住宅、雇用及び食糧の事情並びに災害に対処するため、必要な轉入の制限をすることを目的とする。
Article 1.　This Law aims at the restrictions of the removal of residence which is necessary due to critical shortage of housing, employment, adequate food distribution and in time of national calamities resulting from an excessive concentration of population in urban centers.
第二條　何人も、別表に掲げる地域内に轉入することはできない。但し、左の各号の一に該当する者で当該地域内に轉入しなければならないやむをえない事由のあるものが、轉入先の市町村又は特別区の市町村長又は区長の承認を受けた場合は、この限りでない。
Article 2.　No person shall remove his or her residence into any of the areas fixed in the Annexed Table with the exception of cases where a person, coming under any of the undermentioned items and having imperious reasons for changing his or her residence to the said area, has obtained the approval of the mayor of the city or the chief of the town, village or special ward to which he or she intends to move in:
一　國民生活を再興するため当該地域内において必須の業務に從事する者
1.　Persons engaged in works necessary for the rehabilitation of national life in the abovementioned area;
二　当該地域内に在る官公署に勤務する官公吏
2.　Officials of Governmental or Municipal Offices located in the abovementioned area;
三　当該地域内に在る学校で都道府縣知事が指定するものの学生、生徒及び教職員
3.　Teachers, students and pupils of schools located in the abovementioned area and designated by the Prefectural Governor;
四　前各号の一に掲げる者と同一の戸籍内に在る者でその者の扶養する親族
4.　Relatives in the same census register as any person of abovementioned items supported by him or by her;
五　外國又は外地から帰還する者
5.　Persons coming back from a foreign country or oversea territory;
六　当該地域内に在る社会事業施設に收容される者その他主務大臣の定める者
6.　Persons admitted to social work facilities located in the said area, and other persons designated by the competent Minister.
市町村長又は特別区の区長は、轉入の事由が一時的である者については、期間を限つて前項但書の承認を與えることができる。
Mayor of a city or chief of town, village or special ward may give the approval of the exceptional cases abovementioned, limiting the period of the change of residence, to the persons whose reason of removal is temporal.
地方自治法第百五十五條第二項の市の市長は、第一項に規定する事務の一部を区長に委任することができる。
The mayor of the city mentioned in the provisions of Paragraph 2 of Article 155 of the Local Self-Government Law, may delegate to the chief of a ward a part of the business mentioned in Paragraph 1.
第三條　前條の承認の手続について必要な事項は、主務大臣がこれを定める。
Article 3.　Necessary measures concerning the procedure for the approval mentioned in the preceding Article shall be determined by the competent Minister.
第四條　第二條の規定に違反し又は詐欺その他不正の方法により同條の承認を受けた者は、これを三千円以下の罰金又は拘留に処する。
Article 4.　Any person who, without obtaining the approval mentioned in Article 2 hereof, has moved his or her residence to any of the areas mentioned in the said Article, or who has obtained the said approval by fraud or by other illegal means shall be liable to a fine, not exceeding 3,000 yen or a detention.
附　則
Supplementary Provisions:
この法律は、昭和二十三年一月一日から、これを施行する。
The present Law shall come into force as from January 1, 1948.
この法律は、昭和二十三年十二月三十一日まで、その効力を有する。
The present Law shall be valid until December 31, 1948.
