The Government shall be authorized to grant government officials, and those treated as such, unclassified officials, junior clerks, trades and crafts (all of whom shall be called hereafter simply "personnel" ) who are in the regular service of government offices in Hokkaido at the time of enforcement of the present Law, the lump sum grant of 3,000 yen per capita as to the personnel who dependent families and 1,000 yen per capita as to there who have no dependent families, their purchase of fuel necessary to live through this winter.

The necessary details concerning the grant referred to the preceding paragraph shall be determined by the Minister of Finance.
