I hereby give My sanction with the advice of the Privy Council to the Law concerning the Exceptions to the Account Law and others for which the concurrence of the Imperial Diet has been obtained, and cause the same to be promulgated.

昭和二十二年度の歳入歳出総予算は、会計法第八條第一項の規定にかかわらず、これを歳入にあつてはその性質、歳出にあつてはその目的に從つて部に大別し、更に各部中においては、これを款項に区分し、又、その收入又は支出に関係のある部局等の組織の別を明らかにするものとする。
The General Budget of Revenue and Expenditure for the fiscal year 1946-47, in spite of the provision of paragraph 1, Article 8 of the Accounting Law, shall be divided mainly into Parts, in accordance with the sources of revenue and function of expenditure, each Part being sub-divided into Titles and Subtitles, and, further, shall be classified by organization units so as to make clear the distinction between Sections and Bureaus.
昭和二十二年度の歳入歳出総予算及び特別会計歳入歳出予算中に設ける予備費については、会計法第九條の規定は、これを適用しない。
The provision of Article 9 of the Accounting Law shall not be applied for the reserve fund to be provided for in the General Budget of Revenue and Expenditure for the fiscal year 1946-47 and the Budget of Revenue and Expenditure of Special Accounts.
昭和二十二年度の特別会計歳入歳出予算は、各特別会計法の規定にかかわらず、同年度の総予算とともにこれを帝國議会に提出することを必要としない。
The Budget of Revenue and Expenditure for Special Accounts for the fiscal year 1946-47, in spite of the provision of the respective Special Account Law, may not be required to be submitted to the Diet with General Budget of Revenue and Expenditure.
附　則
Supplementary Provision:
この法律は、昭和二十二年度の総予算の提出の日から、これを適用する。
This Law shall be applied as from the day of the presentation of the General Budget for the Fiscal year 1946-47.
