I hereby give My Sanction to the Imperial Ordinance concerning the partial amendments to be made to the Imperial Ordinance for the Enforcement of the Raw Silk Industry Law and cause the same to be promulgated.

Imperial Ordinance No. 568
The following amendment shall be made to part of the Imperial Ordinance for the Enforcement of the Raw Silk Industry Law:
In Art. 4, par. 2, "by facilities of more than five basins" shall be deleted.
Art. 5 shall read as follows: The Minister of Agriculture and Forestry may, as based on the provisions of Art. 20 of the Raw Silk Industry Law and as provided therein, designate or limit the particulars stated in any of the following clauses to the respective persons mentioned therein:
1. To silkworm raisers: The presentation of reports stating particulars as concerns the production of cocoons, or mulberry fields, or the transfer or use of cocoons or raw silk by-products produced;
2. To silkworm producers: The production, transfer or use of silkworm eggs, cocoons, or raw silk by-products or silkworm pupas;
3. To raw silk producers: The purchase, transfer or use of cocoons, or the production, transfer or use of raw silk, raw silk by-products or silkworm pupas;
4. To persons who make it their business to handle silkworm eggs, cocoons, raw silk, raw silk by-products or floss silk: The purchase or transfer of silkworm eggs, cocoons, raw silk, raw silk by-products or floss silk;
5. To persons who make it their business to produce and process floss silk: The production, transfer or use of floss silk or silkworm pupas;
6. To persons who make it their business to produce or handle mulberry saplings: The production, purchase or transfer of mulberry saplings.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
Persons actually engaged in manufacturing dupion or hand-reeled raw silk with facilities of less than five basins (including persons who make it their business to manufacture dupion or hand-reeled raw silk by consignment) or persons who continue such business in consequence of succession at the time of the execution of this Imperial Ordinance, may, despite the amended provisions of Art. 4 par. 2, conduct their business for two months after the execution of this Imperial Ordinance,
In case the persons mentioned in the preceding paragraph have submitted applications for the permission as provided in the amended provisions of Art. 4, par. 2, during the period mentioned in the preceding paragraph, they may, even if the time limit designated in the preceding paragraph has expired, conduct their business until permission has been granted or refused.
