審議経過

朕は、物品會計規則の特例に關する勅令を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction to the Imperial Ordinance concerning the Exceptions to the Custody of Government Goods Regulations and cause the same to be promulgated.

Imperial Ordinance No. 561 The Imperial Ordinance concerning the Exceptions to the Custody of Government Goods Regulations
第一條 この勅令で貿易資金に屬する物品と稱するのは、貿易資金特別會計法第三條第一項の規定に基いて、貿易資金の運用によつて取得した物品をいう。
Article 1. The Goods handled by the Foreign Trade Fund stipulated in the present Ordinance shall mean those to be acquired by the operation of the Foreign Trade Fund in accordance with the provisions of Article 3 of the Foreign Trade Special Account Law.
第二條 貿易資金に屬する物品については、物品會計官吏又は物品出納員は、物品會計規則第六條の規定にかかわらず、貿易廳長官の定める規程に基いた命令によつて、これを出納することができる。
Article 2. Both Government accountants and their subordinates in charge of the goods are authorized to receive or deliver the goods handled by the Foreign Trade Fund by order based on the regulations provided by the Director-General of the Board of Trade, notwithstanding the provision of Article 6 of the Custody of Government Goods Regulations.
第三條 貿易資金に屬する物品の出納に關しては、當分の間、貿易廳長官の定める書類を以て物品會計規則第十條第一項に規定する物品の出納帳簿に代えることができる。
Article 3. With regard to the goods handled by the Foreign Trade Fund, the documents designated by the Director-General of the Board of Trade may be substituted until otherwise ordered, for the Commodity Receipts and Delivery Books, stipulated in paragraph 1, Article 10 of the Custody of Government Goods Regulations.
附 則
Supplementary Provision:
この勅令は、貿易資金特別會計法施行の日から、これを施行する。
The present Ordinance shall come into force as from the date of the enforcement of the Foreign Trade Fund Special Account Law.
