審議経過

朕は、昭和二十年の風水害等に因る靑森縣外二十四縣災害土木費國庫補助規程を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction to the Regulations on the Subsidies from National Treasury to the Expenses for Restoration Works of Damages caused by Storms, Floods, etc. in Aomori and other 24 Prefectures during the year of 1945 and cause the same to be promulgated.

昭和二十年の風水害等に因る靑森縣外二十四縣災害土木費國庫補助規程
Regulations on the Subsidies from National Treasury to the Expenses for Restoration Works of Damages caused by the Storms, floods, etc. in Aomori and other 24 prefectures during the year of 1945.
左に揭げる縣災害土木費については、國庫は、豫算の範圍內で災害土木費國庫補助規程によらないで、補助することができる。
As for the following expenses for restoration works of damages of the prefectures, Government may subsidize, not according to the Regulations on the Subsidies from National Treasury to the Expenses for Restoration Works of Damages, within the limits of the Budget.
一　昭和二十年三月及び四月の水害に因る靑森縣、秋田縣、新潟縣及び富山縣の災害土木費
1.　The expenses for restoration works of damages of Aomori Pref., Akita Pref., Niigata Pref. and Toyama Pref. caused by the storms and floods in May and April, 1945.
二　同年七月の風水害に因る新潟縣、富山縣、岐阜縣、福岡縣及び大分縣の災害土木費
2.　The expenses for restoration works of damages of Niigata Pref., Toyama Pref., Gifu Pref., Fukuoka Pref. and Oita Pref. caused by the storms and floods in July of the same year.
三　同年八月の風水害に因る山口縣及び香川縣の災害土木費
3.　The expenses for restoration works of damages of Yamaguchi Pref., and Kagawa Pref. caused by the storms and floods in August of the same year.
四　同年九月の風水害に因る靑森縣、岩手縣、秋田縣、新潟縣、富山縣、福井縣、山梨縣、岐阜縣、兵庫縣、鳥取縣、島根縣、岡山縣、廣島縣、山口縣、德島縣、香川縣、愛知縣、高知縣、福岡縣、佐賀縣、大分縣、宮崎縣及び鹿兒島縣の災害土木費
4.　The expenses for restoration works of damages of Aomori Pref., Iwate Pref., Akita Prel.. Niigata Pref., Toyama Pref., Fukui Pref., Yamanashi Pref., Gifu Pref., Hyogo Pref., Tottori Pref., Shimane Pref., Okayama Pref., Hiroshima Pret., Yamaguchi Pref., Tokushima Pref., Kagawa Pret., Ehime Pref., Kochi Pref., Fukuoka Pref., Saga Pret., Oita Pref., Miyazaki Pref. and Kagoshima Pref. caused by the storms and floods in September of the same year.
五　同年十月の風水害に因る岩手縣、秋田縣、新潟縣、富山縣、福井縣、山梨縣、長野縣、岐阜縣、靜岡縣、兵庫縣、鳥取縣、島根縣、岡山縣、廣島縣、山口縣、德島縣、香川縣、愛媛縣、高知縣、福岡縣、佐賀縣、大分縣、宮崎縣及び鹿兒島縣の災害土木費
5.　The expenses for restoration works of damages of Iwate Pref., Akita Pref., Niigata Pref.. Toyama Pref., Fukui Pref., Yamanashi Pref., Nagano Pref., Gifu Pref., Shizuoka Prefi, Hyogo Pref., Tottori Pref., Shimane Pref., Okayama Pref., Hiroshima Pref., Yamaguchi Pref., Tokushima Pref., Kagawa Pref., Ehime Pref., Kochi Pref., Fukuoka Pref., Saga Pref.. Oita Pre1., Miyazaki Pref, and Kagoshima Pref. caused by the storms and floods in October of the same year.
六　同年十一月の風水害に因る靑森縣及び岩手縣の災害土木費
6.　The expenses for restoration works of damages of Aomori Pref. and Iwate Pref. caused by the storms and floods in November of the same year.
前項の規定による補助の割合は、左の區分に從ふ。
The rates of the subsidies as stipulated in the preceding paragraph shail be in compliance with the following items:
一　島根縣、廣島縣及び山口縣に對しては、縣工事費の九割以內及び下級公共團體に對する縣補助費の十割以內
1.　As for Shimane Pref., Hiroshima Pref, and Yamaguchi Pref. within 90% of the expenses for the works of prefecture and within 100% of the prefectural subsidies to the inferior communities.
二　愛媛縣に對しては、縣工事費の八割五分以內及び下級公共團體に對する縣補助費の十割以內
2.　As for Ehime Pref,, within 85% of the expenses for the works of prefecture and within 100% of the prefecture subsidies to the inferior communities.
三　富山縣、兵庫縣及び鳥取縣に對しては、縣工事費の八割以內及び下級公共團體に對する縣補助費の十割以內
3.　As for Toyama Pref., Hyogo Pref. and Tottori Pref., within 80% of the expenses for works of prefecture, and within 100% of the prefectural subsidies to the inferior communities.
四　靑森縣、岩手縣、秋田縣、新潟縣、福井縣、山梨縣、長野縣、岐阜縣、靜岡縣、岡山縣、德島縣、香川縣、高知縣、福岡縣、佐賀縣、大分縣、宮崎縣及び鹿兒島縣に對しては、縣工事費の七割五分以內及び下級公共團體に對する縣補助費の十割以內
4.　As for Aomori Pref., Iwate Pref., Akita Pref., Niigata Pref., Fukui Pref., Yamanashi Pref., Nagano Pref., Gifu Pref., Shizuoka Pref., Okayama Pref., Tokushima Pref., Kagawa Pref., Kochi Pref., Fukuoka Pref., Saga Pref., Oita Pref., Miyazaki Pref., and Kagoshima Pref., within 75% of the expenses for the works of prefecture and within 100% of the prefectural subsidies to the inferior communities.
前項の規定による縣補助費に對する補助の割合は、下級公共團體の災害土木費に對し、島根縣、廣島縣及び山口縣にあつてはその九割五分、愛媛縣にあつてはその九割、富山縣、兵庫縣及び鳥取縣にあつてはその八割五分、靑森縣、岩手縣、秋田縣、新潟縣、福井縣、山梨縣、長野縣、岐阜縣、靜岡縣、岡山縣、德島縣、香川縣、高知縣、福岡縣、佐賀縣、大分縣、宮崎縣及び鹿兒島縣にあつてはその八割を超えることができない。
The rates of the subsidies to the prefectural subsidies as stipulated in the preceding paragraph shall not exceed the following percentages to the expenses for resturation works of damages of inferior communities: in Shimane Pref., Hiroshima Pref., and Yamaguchi Pref., 95% of the expenses; in Ehime Pref., 90% of them; in Toyama Pref., Hyogo Pref., and Tottori Pref., 85% of them; in Aomori Pref., Iwate Pref., Akita Pref., Niigata Pref., Fukui Pref., Yamanashi Pref., Nagano Pref., Gifu Pref, Shizuoka Pref., Okayama Pref., Tokushima Pref., Kagawa Pref., Kochi Pref., Fukuoka Pref., Saga Pref., Oita Pref., Miyazaki Pref., and Kagoshima Pref., 80% of them.
前三項の規定によつて補助すべき災害土木費の範圍及び補助額は、港灣に係るものについては運輸大臣、その他のものについては內務大臣が、これを定める。
The scope of the expenses for restoration works of damages to be subsidized according to the preceding 3 paragraphs and the amount of subsidies shall be fixed by Minister of Transportation as for these concerning harbour or bay and by Minister for Home Affairs as for the others.
この勅令によらないで補助金を受けた災害土木費については、この勅令による補助金は、これを交付しない。
As for the expenses for restoration works of damages to which subsidies have been not according to the present Ordinance, the subsidies based on the present Ordinance shall not be delivered.
附　則
Supplementary Provisions:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
この勅令に揭げる災害土木費について、昭和二十年度において旣に國庫から交付された補助金は、これをこの勅令により交付されたものとみなす。
The subsidies which have been delivered already in 1945-46 fiscal year concerning the expenses for restoration works of damages mentioned in the present Ordinance shall be regarded as these delivered in accordance with the present Ordinance.
