審議経過

朕は、樞密顧問の諮詢を經て、復員廳官制を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction with the advice of the Privy Council to the Regulations governing the Organization of the Demobilization Board and cause the same to be promulgated.

復員廳官制
The Regulation governing the Organization of the Demobilization Board.
第一條　復員廳は、內閣總理大臣の管理に屬し、陸海軍の復員及びこれに關聯する事務を掌る。
1.　The Demob. Board is under the supervision of the Prime Minister and the function is to demobilize Army and Navy, and transact the affairs concerned.
第二條　復員廳に左の職員を置く。
2.　The personnel of the Demob. Board are as follows:

Chief of Secretary
局長
Director of Bureau
復員事務官
Demob. Administrative Official
專任二十六人　一級
full time 26　First class
復員事務官又は復員技官
Demob. Administrative or Technical Official
專任三千五百五人　二級
full time 3505　Second class

前項の定員の外、內閣總理大臣は、復員廳において運航する船舶で、復員又は掃海に使用するものの乘員に充てるため、豫算の範圍內において復員事務官又は復員技官を置くことができる。
Besides the regular members above mentioned, the Prime Minister may employ Demob. Administrative or Technical Officials, within the limit of the Budget, to fill the crew of ships used for repatriation and mine-sweeping.
第三條　復員廳に總裁官房及び左の二局を置く。
3.　In the Demob. Board, the Secretariate and the following two Bureaus shall be established:

First Demob. Bureau
第二復員局
Second Demob. Bureau
總裁官房及び各局の事務の分掌は、總裁がこれを定める。
The allotment of functions to the Secretariate and the Bureaus shall be settled by the President.
第四條　總裁は、國務大臣を以てこれに充てる。
4.　The Minister of State shall be appointed President of the Demob. Board.
總裁は、廳務を統理し、所部の職員を統督し、三級官吏の進退を專行する。
The President shall supervise the duties of the Board, superintend the personnel and execute, exclusively, the appointment and dismissal of the officials of three classes.
第五條　總裁官房に官房長一人を置き、一級の復員事務官を以てこれに充てる。
5.　In the Secretariate, the Chief shall be appointed from among Demob. Officials of First class.
官房長は、總裁を補佐し、總裁官房の事務を掌理する。
The Chief of the Secretariate shall assist the President and supervise the work of the Secretariate.
第六條　各局に局長一人を置き、一級の復員事務官を以てこれに充てる。
6.　In each Bureau, the Director shall be appointed from among Demob. Officials of First class.
局長は、總裁の命を承けて、局務を掌理する。
The Director of the Bureau shall, under command of the President, shall carry out the duties of each Bureau.
第七條　復員事務官は、上官の命を承けて、事務を掌る。
7.　The Demob. Administrative Official shall manage the affairs, under command of the senior official.
第八條　復員技官は、上官の命を承けて、技術を掌る。
8.　The Demob. Technical Official shall take charge of technical matters under command of the senior official.
第九條　內閣總理大臣は、その定めるところにより、必要と認める地に、復員連絡局、留守業務局、復員通信部、船舶殘務整理部及び地方復員局を置き、廳部を分掌させることができる。
9.　The Prime Minister may establish, as settled, Demob. Liaison Bureau, Home Affairs Bureau, Demob. Communication Bureau, Bureau for arrangement of Remaining Business and Local Demob. Bureau, in necessary places, and allot the work of the Board to them.
附　則
Supplementary Provisions:
この勅令は、公布の日から、これを施行する。
The present Ordinance shall come into force as from the day of its promulgation.
この勅令施行の際現に第一復員部內又は第二復員部內の職員の職に在る者（地方世話部又は地方復員人事部に屬する者を除く）は、別に辭令を發せられないときは、第一復員事務官及び第二復員事務官は復員事務官に、第一復員技官及び第二復員技官は復員技官に、同級を以て任ぜられたものとする。
Of those who hold posts in the First or Second Demob. Office (except those attached to the Local Assistance Bureau or the Local Demob. Personal Bureau) First or Second Demob. Administrative Officials shall be regarded, without any order, as appointed Demob. Administrative Officials of the same class and First and Second Demob. Technical Officials as appointed Demob. Technical Officials of the same class respectively.
この勅令施行の際現に第一復員部內又は第二復員部內の職員の職に在つて地方世話部又は地方復員人事部に屬する者は、別に辭令を發せられないときは、第一復員事務官及び第二復員事務官は地方事務官に、同級を以て任ぜられたものとする。
When the present Ordinance come into force, those who hold posts in the First or Second Demob. Office and are attached to the Local Assistance Bureau or the Local Demob. Personal Bureau as the First or Second Administrative Officials, shall be regarded, without any order, as appointed Local Demob. Administrative Officials of the same class.
この勅令施行の際現に休職中の第一復員部內又は第二復員部內の職員で、休職となつた際、地方世話部又は地方復員人事部以外の各廳に屬してゐた者及び地方世話部又は地方復員人事部に屬してゐた者は、別に辭令を發せられないときは、休職のまま、前二項の例によつて復員事務官若しくは復員技官又は地方事務官に任ぜられたものとする。
As to the suspended personnel of the 1st and 2nd Demob. Office when the present Ordinance is promulgated, those who were attached to other offices than the Local Assistance Bureau or Local Demob. Personal Bureau, at the time when they were suspended from office, and those who were attached to the Local Assistance Bureau or Local Demob. Personal Bureau, are regarded unless otherwise ordered, as appointed to Demob. Administrative (or Technical) Officials Local Administrative Officials in suspended status, after the preceding two paragraphs.
