TELEGRAM DELIVERY INSTRUCTIONS
1. From information which will bo furnished to the local telegraph offices throughout Japan on or before 1 September 1947 by the officer in charge of individual United States Occupation Force units, (in accordance with a form shown as Inclosure 1 hereto), the Ministry of Communications will set up and maintair on an up-to-date basis, an individual record in the English language of each such Occupation Force military unit or staff section in Japan which wil show:
a. The designation (name) in full of the military unit or staff section.
b. The designation (name) in proper abbreviation thereof of the military unit or staff section.
c. The name of the city and prefecture in which the military unit or staff section is located:
d. The complete local address of the headquarters office of the military unit or of the administrative division of a staff section within the city listed under paragraph c above. Include, where applicable, the commonly accepted name or names idontifying the particular building (or grounds) as known to the Occupation Forces and as known the room number.
e. The Army Post Office (APO) number of the military unit or staff section and the name of the city in which the APO is located.
f. The name of the Japanese telegraph office and/or branch office and city and prefecture thereof to which it is desired by the military unit (or staff section) that its international telegrams (incoming at Tokyo, Osaka, or Fukuoka) be relayed by telegram.
g. Date of information as supplied by the military unit (or staff section) to the telegraph office.
2. A complete record for each United States Occupation Force military unit and staff section in Japan will be maintained at Tokyo, Osaka, and Fukuoka for the purpose of effecting local delivery by messenger and for relaying incoming international messages to the appropriate telegraph offices. At all other telegraph offices there will be maintained only the individual record for each such Occupation Force military unit or staff section for which a particular telegraph office will make delivery of telegrams by messenger.
3. Based on information available from the individual record, as described in paragraphs 1 and 2 above, the Ministry of Communications will direct the relay of any international message incoming at Tokyo, Osaka, and Fukuoka to the telegraph office in Japan which furnishes messenger delivery for the headquarters office of the military unit (or administrative division of the staff section) to which the addressee is attached.
4. Guided by information available from the individual record, as described in paragraphs 1 and 2 above, the Ministry of Communications will effect delivery by messenger of any international or domestic telegram received at any of its telegraph offices for an addressee of the United States Occupation Forces whose military unit's headquarters (or staff section's administrative division) is located within a two mile radius of the telegraph office. Where located beyond a two mile radius of a telegraph office, such Occupation Force military unit or staff section will arrange to pick up its telegrams at least once daily at the receiving telegraph office. In order that a telegram delivered by a messenger will be properly receipted for and that studies may be made from time to time relating to speed of delivery, the messenger making delivery will present his "record of delivery" to the person accepting the telegram at the military unit (or staff section) of the addressee and request that acknowledgement and time of receipt be indicated in the proper spaces thereon.
5. The Ministry of Communications will be responsible for selecting suitable delivery messengers and instructing them in such manner that the methods and practices of delivering telegrams for United States Occupation Force Units will be properly comprehended. These messengers will be supplied with proper identification cards in the English language showing that they are representatives of the Ministry of Communications. Where necessary, arrangements will be made by each local telegraph office with the United States Occupation Force unit to secure admission to the premises thereof to make delivery of telegrams. No messenger will be dispatched from a telegraph office to deliver a message to such Occupation Force unit who does not bear on his person:
a. Identification card showing he is a representative of the Ministry of Communications.
b. Where necessary, any pass that will have been issued to him for gaining admission to the premises of a particular Occupation Force installation wherein he is expected to make delivery of telegrams.
6. In case a telegraph office in Japan receives a telegram for an addressee whose military unit's headquarters (or staff section's administrative division) is not located within the area it serves, the telegraph office will advise the "international receiving terminal in Japan" (in case of an international telegram) or the "office of origin in Japan" (in case of a domestic telegram) by service message that delivery could not be made, and will include any further information it may have relative to the location of the military unit or staff section of the addressee. In the case of international telegrams so reported upon, the "international receiving terminal in Japan" will deposit the telegram with the nearest Army Post Office for delivery to the addressee through Army postal channels. In the case of domestic telegrams so reported upon, the "office of origin in Japan" will notify the sender that the telegram was undelivered.
7. In connection with all incoming international telegrams at the Central Telegraph Offices in Tokyo, Osaka, and Fukuoka for Occupation Force personnel which are either delivered locally or relayed to another telegraph office in Japan for delivery and which include an Army Post Office number in the address, a "Confirmation Copy" will be sent to the addressee through Army postal channels. The words "Confirmation Copy" will be inserted in the remarks space of the message form and this copy will be sent by messenger to the nearest Army Post Office for delivery through those channels to the addressee. No Confirmation Copy" will be supplied or required in connection with dome stic telegrams for addresses attached to Occupation Force units.
8. The Ministry of Communications will instruct the Yokohama Telegraph Office to send a messenger daily (except Sunday) to the Central Mail Directory, Army Post Office 503, located in Yokohama to pick up messages which have been processed through the Army postal system's locator files and have been found to be undeliverable in Japan through Army postal channels. The Yokohama Telegraph Office will advise the "office of origin in Japan" (in case of a domestic message) or the "international receiving terminal in Japan" (for international messages) of each message that is undeliverable. The Central Telegraph Offices at Tokyo, Osaka, or Fukuoka upon learning from the Yokohama Telegraph Office that an international message handled by it was undoliverable will advise the "foreign office of origin" to that effect in accordance with international telegraph practices.
9. A copy of each domestic telegram addressed vo Occupation Force personnel whether delivered or not will be retained in the files of the originating telegraph office for a period of one year; also in line with international telegraph practices a copy of each incoming international telegram addressed to United States Occupation Force personnel whether delivered or not will be retained for a period of one year in the files of the telegraph office in Japan which first received the massage from the foreign point of origin.
10. Messenger delivery, as set forth above, will be provided for in the service areas of only those telegraph offices in Japan which are presently authorized or which may be authorized in the future to accept Sender Composition and/or Expeditionary Force Messages. Incoming international telegrams bearing an APO address for an addressee of an Occupation Force unit which is situated in a city or locality whose telegraph office is not authorized to accept Sender Composition and/or Expeditionary Force Messages (or where no telegraph office is established) will be relayed by land telegraph to the city in which the addressee's APO is located. There it will be delivered by messenger to the Army Post Office for delivery to the addressee through Army postal channels.
11. Statements of services rendered for relaying incoming international Senders Composition messages from United States territory to localities outside the Tokyo area, in accordance with this directive, will be furnished the Occupation Force in accordance with existing instructions. No statement of services rendered shall be made for delivery of Expeditionary Force messages beyond the Tokyo area.
12. In connection with the handling of telegraph traffic addressed to military and accredited civilian personnel of the British Commonwealth Occupation Force the arrangements presently in effect will be continued but may be expanded in the future as required or desired within the limits of this directive. "Locator" responsibility, as at present, will continue to be that of the Army Postal Services (BCOF) as directed by Headquarters, British Commonwealth Occupation Force which is authorized to make such local arrangements for messenger delivery as may from time to time be required, subject to the limitations of this directive.

INSTRUCTIONS COVERING PREPARATION AND DISTRIBUTION OF THE FORM "TELEGRAFH DELIVERY INFORMATION" SHOWN ON REVERSE
1. General
This form is for the purpose of enabling the Japanese Ministry of communications to deliver by messenger (beginning 1 Octobor 1947) a maximum number of telegrams (international and domestic) addressed to united States Occupation Force military and accredited civilian personnel directly to the headquarters office of a military unit, and to the administrative division of a staff section from the nearest telegraph office. For the purpose of telegraph delivery the term "military unit", will be construed as covering a detachment, group or orgarization of any size whose headquarters or stations is located in a different city from its immediate superior, headquarters, or if located in the same city as its immediate superior headquarters the headquarters is located at a different street aadress and/or in a different building from that of its immediate superior headquarters. The term "staff section" shall embrace regular or special staff sections at General, Army, Corps, and Division levels.
2. preparation
This form will be prepared and signed by the officer in charge of each military unit or staff section, and care will be exercised that complete and exact information is entered on the form.Entries will be made in typed or printed capital letters (preferably typed) in the English language. For uniformity use only white, regular letter-sized, "8" by 10 1/2" paper.
3. Distribution
a. Four copies of the completed form shall be furnished by the officer in charge to the Director of the local telegraph office of the Japanese Ministry of Communications who will keep one copy and who will mail one copy each to the Director of tne Central Telegraph Offices of Tokyo, Osaka, and Fukuoka. (Exception: In Tokyo, Osaka, and Fukuoka the four copies will be delivered to the Director of the Central Telegraph Office instead of to any branch office thereof.)
b. One copy will be furnished by the officer in charge to Headquarneis, Eighth Army, Signal Section, Communications Division, AFO 343.
4. Completion date
The form covering each militery unit and staff section will be completed and distributed on or before 1 September 1947.
5. Regarding Future Changes in Unit Designations and Locations
Any changes made in the information contained on the form as previously prepared and supplied to the Public office Manager of the local telegraph office will require preparation and distribution of revised information in the same manner as specified in paragraphs 2 and 3 above.
