1. Reference Memorandum for Imperial Japanese Government, file AG 311.7 (17 Mar 46) CI, subject: “Confiscation of Propaganda Publications", SCAPIN-824.
2. The Japanese government is directed to collect from all public channels including warehouses, book shops, book dealers, publishing companies, distributing agents and all commercial establishments, or agencies of the Japanese government where these publications are held in bulk, the following listed propaganda publications:
a. Sekai Daisen Futatabi Okoruka (Is a Second World War Possible-Tokyo Nichi Nichi) August 1935.
b. Characteristics of Japanese Culture (Mr. Thein Maung) March 1944.
c. The Assembly of Greater East-Asiatic Nations (Nippon Times Co.) March 1944.
d. British Misdeeds in India (Rash Behair) December 1942.
e. Kurusu Sqeaks (Nippon Times Co.) February 1944.
f. Kunren (Training Magazine publised by Military Service Section of War Ministry)
3. These publications will be collected and stored in a central warehouse. Instructions for the disposal of these publications for pulping will be issued by this headquarters at a later date.
4. A periodic report will be submitted on the 15th and last day of each month and will be consolidated with report directed in paragraph 3, Memorandum for Imperial Japanese Government, file AG 311.7 (17 Mar 46) CI, subject “Confiscation of Propaganda Publications”.:
a. The name and number of publications collected in the interim period.
b. Source from which obtained, including the name and number of Publications collected from each source.
c. Total number of publications.
d. Gross weight.
e. Specific location of storage.
5. Individual copies in private homes or libraries will be exempted from action directed above.
6. The Central Liaison Office will designate at once a representative who will report to the civil Censorship Officer, SCAP.:
a. To receive future lists of propaganda publications to be collected and stored as required by paragraph 3 of this directive.
b. To furnish periodic reports on the collection of propaganda publications.
