1. It is directed that the Imperial Japanese Government release for export 8,300 bales and cases of raw silk located in Yokohama and Kobe:
a. The following 4,500 bales are located in Yokohama.
500 cases Grade Sp AAA White 20/22 per paking lists Nos. 18 - 22 inclusive, dated 5 March 1946.
500 cases Grade AAA White 20/22 per packing lists Nos. 23 - 27 inclusive, dated 5 March 1946.
100 bales Grade AA White 13/15 per packing list No. 28 dated 11 March 1946.
600 bales Grade A White 13/15 per packing list Nos. 3 dated 28 February 1946, packing lists Nos. 8 and 13 dated 5 March 1946, packing list No. 33 dated 11 March 1946 and packing list Nos. 38 and 43 dated 13 March 1946.
1,000 bales Grade B White 13/15 per packing lists Nos. 4 and 5 dated 28 February 1946, packing lists Nos. 9 - 10 - 14 - 15 dated 5 March 1946, packing list Nos. 29 and 34 dated 11 March 1946 and packing lists Nos. 39 and 44 dated 13 March 1946.
1,000 bales Grade C White 13/15 packing list No. 6 dated 28 Feburary 1946, packing lists No. 11 and 16 dated 5 March 1946, packing lists No. 30 - 31 - 35 - 36 dated 11 March 1946 and packing lists No. 40 - 41 - 45 dated 13 March 1946.
800 bales Grade D White 13/15 packing list No. 7 dated 28 Feburary 1946, packing lists No. 12 and 17 dated 5 March 1946. Packing lists No. 32 and 27 dated 11 March 1946 and packing lists No. 42 - 46 - 47 dated 13 March 1946.
b. The following 3,800 bales and cases are located in Kobe:
700 cases of Grade Sp AAA White 20/22 per packing lists No. 26 - 32 inclusive dated 4 March 1946.
400 cases of Grade AAA White 20/22 per packing lists No. 39 - 42 inclusive dated 4 March 1946.
100 bales of AA White 13/15 per packing list No. 1 dated 25 February 1946.
100 bales of A White 13/15 per packing list No. 2 dated 25 February 1946.
600 bales of B White 13/15 per packing list Nos. 3 - 8 inclusive dated 25 February 1946.
1,000 bales of C White 13/15 per packing lists Nos. 9 - 18 inclusive dated 25 February 1946.
700 bales of D White 13/15 per packing lists Nos. 19 - 25 inclusive dated 25 February 1946.
200 bales of E White 13/15 per packing lists Nos. 43 - 44 dated 12 March 1946.
The packing lists reffered to were submitted by the Raw Silk Export Association of Japan, Yokohama and Kobe.
2. It is directed that the Imperial Japanese Government empower and instruct an official Japanese Government agency to deliver the aforesaid raw silk at both Kobe and Yokohama to U. S. Commercial Company. Such delivery shall be made in accordance with the port delivery instructions of the Commanding General, United States Eighth Army.
3. The Name of Japanese Government agency charged with the delivery is to be submitted to the Supreme Commander for the Allied Powers within two days after receipt of this directive.
4. The aforesaid Japanese Government agency shall be empowered and instructed, immediately upon delivery of the raw silk, to execute and deliver to:
a. Ship’s Master (War Shipping Administration) in a envelope addressed to U. S. Commercial Company one copy of each of the following documents.
(1) One signed copy of the on-board ocean bill of lading.
(2) Invoice per attached copy annexed hereto and marked “A”.
(3) Packing list, including weights and measurements.
(4) Japanese Government test certificates.
b. Commanding General, United States Eighth Army:
(1) Receipt signed by Ship’s Master for documents per paragraph 4 a above.
(2) Five copies of bill of sale covering the raw silk in the form of copy annexed hereto and marked “B”.
(3) Two signed and three unsigned copies of the on-board ocean bill of lading.
(4) Five copies of invoice per form “A” annexed hereto.
(5) Five copies of Packing Lists including weights and measurements.
(6) Five copies of Japanese Government test certificates.
5. Delivery of the raw silk to U.S. Commercial Company shall take place upon issuance of on-board ocean bill of lading at port of embarkation and title shall pass to U.S. Commercial Company upon delivery.
6. The aforesaid Japanese Government agency shall immediately communicate with the Commanding General, United States Eighth Army, Yokohama, to receive instructions relative to delivery of the raw silk to port and the handling of the documents.
