MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation of Non-Japanese from Japan.

1. Reference is made to the following memorandum from this headquarters:
a. File AG 370.05 (27 Nov 45)GC, dated 27 November 1945, subject as above.
b. File AG370.05 (30 Dec 45)GC, dated 30 November 1945, subject as above.
2. The following changes are made:
a. The first sentence of paragraph 2, reference 1a above, is changed to read: "Local US military authorities have been directed to place US guards aboard all trains scheduled specifically to carry non-Japanese Repatriates to reception centers."
b. The first sentence of paragraph 3a, reference 1a above, is changed to read: "Request local US military authorities to place US guards aboard trains scheduled specifically to carry non-Japanese repatriates to reception centers."
c. Delete the last sentence of paragraph 3c, reference 1b above.
d. Delete paragraph 3d, reference 1b above.
3. Undesirable conditions aboard trains scheduled specifically to carry non-Japanese repatriates to reception centers are cited as follows:
a. Cars furnished as quarters for United States guards, in many cases have been in filthy condition.
b. No. advance notice of delay is forwarded to authorities concerned when trains are late.
c. Individuals placed aboard trains who have communicable diseases which prejudice the health of subsequent contacts.
d. Insufficient safe drinking water and food furnished for the entire trip. No arrangements made for resupply of safe drinking water and food when trains are late.
e. Deplorable sanitary conditions aboard trains.
f. Repatriated allows to board trains without organization or instructions.
g. Overcrowding of coaches.
4. The Imperial Japanese Government will:
a. Route repatriation trains to reception centers.
b. Take immediate steps to correct the deficiencies noted in paragraph 3 above.
