MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

SUBJECT

Repatriation of Non-Japanese from Japan.

1.Reference is made to memorandum this headquarters, file AG 370.5 (17 Nov 45)GC, dated 17 November 1945, subject as above.
2.Local US military authorities have been directed to place US guards aboard all trains scheduled specifically to carry non-Japanese repatriates to ports of embarkation. Guards to be placed aboard will number two (2) per rail car occupied by non-Japanese repatriates.
3.Imperial Japanese Government will direct the local Japanese Government officials to:
a.Request local US military authorities to place US guards aboard trains scheduled specifically to carry non-Japanese repatriates to ports of embarkation. Each request will contain information as follows:
(1)Number of non-Japanese repatriates being transported.
(2)Number of rail cars in the train scheduled specifically to carry non-Japanese repatriates.
(3)Destination of train.
(4)Time required for round trip.
b.Submit requests to local military authorities in sufficient time to permit orders to be issued and guards to be placed aboard.
c.Provide suitable sleeping cars as quarters for US guards during entire trip. US guards will remain quartered aboard cars while in port area.
d.Take action to insure, return of sleeping cars in which US guards are accommodated to place of origin in minimum practicable time.
