MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Abolition of Licensed Prostitution in Japan.

1. The maintenance of licensed prostitution in Japan is in contravention of the ideals of democracy and inconsistent with the development of individual freedom throughout the nation.
2. The Imperial Japanese Government is directed to forthwith abrogate and annul all laws, ordinances and other enactments which directly or indirectly authorize or permit the existence of licensed prostitution in Japan, and to nullify all contracts and agreements which have for their object the binding or committing, directly or indirectly, of any woman to the practice of prostitution.
3. English translations of the enactments issued in compliance with this Memorandum will be submitted in duplicate to this Headquarters immediately upon their final preparation and prior to publication.
