| Subject | Appointment of Civilian Merchant Marine Committee. |
1. Reference is made to Memorandum to the Imperial Japanese Government AG 334 (9 Nov 45) GD on the same subject.
2. Misunderstandings have apparently arisen in connection with this Memorandum and the following is forwarded in clarification thereof:
a. The Civilian Merchant Marine Committee will continue to function for the duration of SCAJAP operations.
b. All appointees and employees of the Civilian Merchant Marine Committee become government employees upon appointment or employment. They will be paid by, and be under the exclusive control of the government, and will sever all affiliation with private companies while holding office or positions with the Civilian Merchant Marine Committee. (In this connection the word “affiliation” in paragraph 2 of referenced Memorandum is intended to apply to former affiliations).
