THROUGH	Central Liaison Office, Tokyo
SUBJECT	Operation of Electrotechnical Laboratory

1. Reference is made to C.L.O. 946 (3.3) of 8 Dec 45.
2. Permission is granted for the operation of the Electrotechnical Laboratory, subject to the provisions of SCAP directive No. 3 para 8c which requires a report to be submitted monthly on the activities of the laboratory.
3. The following researches are prohibited.
a. Television
b. Radio and radar counter measures
c. Pulse modulated multi channel communication systems
d. Electronic proximity devices.
e. Voice secrecy system (Speech Scramblers).
f. Electronic code and cypher systems
