3. Permission is granted for the Ministry of Communications to continue operation of the Electrotechnical Laboratory subject to the provisions of paragraph 8, Directive No. 3 (SCAPIN 47), as amended by Memorandum, SCAPIN 984.

MEMORANDUM.
SUBJECT: Information of General Application Pertaining to Memorandum, (SCAPIN - 1084), file AG 635 (25 Jul 46) CCS, this Headquarters, 25 July 1946, Subject: "Operation of Electrotechnical Laboratory".
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. When permission was granted for the operation of the Electrotechnical Laboratory, researches for the development of television, radio and radar countermeasures, pulse modulated communications systems were prohibited Radio and radar aids to navigation were later added to the list of prohibited items for research. Many developmental projects which fall within those fields of research that were prohibited, are not directed toward the development of implements of war. However, the laboratory could not continue work on such projects because of the restrictions imposed by SCAPINS 494 and 626.
3. Revision of overall research policy by SCAPIN 984 precludes the necessity for imposing specific restrictions of the type contained in SCAPIN 494 and 626.
4. Surveillance of the activities of the laboratory is to be effected by agencies of the Occupation Forces. Command instructions pertaining to surveillance of laboratories are contained in Letter, General Headquarters, Supreme Commander for the Allied Powers, file AG 091.3 (25 May 46)ESS, Subject: "Surveillance of Research Activities".
