2. Effective 15 March 1949, the Supreme Commander for the Allied Powers' Ryukyuan repatriation program was terminated. Travel to the Ryukyu Islands subsequent to that date was authorized for compassionate reasons only, under memoranda referenced in paragraph 1a, above.
3. The Supreme Commander for the Allied Powers hereby authorizes the Japanese Government to accept applications from Ryukyuans resident in Japan for travel to the Ryukyus for permanent domicile or temporary residence. Under this authority, individual Ryukyuans may apply for travel from Japan to the Ryukyus for compassionate reasons only. Such travel will be at the expense of the individual and may be performed by commercial carrier or by Shipping Control Authority, Japanese Merchant Marine Shipping.
4. It is desired that effective 1 July 1950, the Japanese Government designate appropriate agencies to administratively process these applications and to investigate such applications from Ryukyuans for entry into Japan as may be referred to the Japanese Government by this General Headquarters.
5. The designated agency will be responsible for :
a. Ascertaining from the applicant all the information and guarantees necessary to his travel for permanent domicile (Inclosure 1) or for temporary residence(Inclosure 2).
b. Forwarding these applications in quadruplicate and in the English language to General Headquarters, Supreme Commander for the Allied Powers, Attention : Adjutant General.
c. After approval, forwarding the travel permit to the applicant authorizing travel for permanent domicile (Inciosure 3) or for temporary residence (Inclosure 4). In no case will documents such as passports, visas or certificates of identity be used in lieu of or in conjunction with these travel permits.
6. Applications from Ryukyuans for entry into Japan for temporary residence based on compassionate grounds will be forwarded to the Japanese Government by the Supreme Commander for the Allied Powers for investigation to determine if the host desires the applicant to enter Japan, compassionate aspects present in each case and the ability of the host to adequately support theapplicant. Upon completion of the investigation, the application will be returned to the Supreme Commander for the Allied Powers for final action and the Japanese Government will be informed if clearance is granted.
7. Persons authorized to travel under the provisions of these instructions will be subject to customs, immigration and quarantine inspections as prescribed by current regulations.
8. Direct communication between the Japanese Government agencies concerned and the Adjutant General, this General Headquarters, is hereby authorized to implement this directive.
