1. Reference is letter from the Ministry of Transportation of the Japanese Government requesting rescission of paragraph 6 of SCAPIN 1384 (Tab A).
2. CTS and PMS were consulted with reference to request made by the Japanese Government, and neither section interposed any objection to the rescission of paragraph 6, as surplus vehicles have been accounted for by the appropriate agency of the Japanese Government in compliance with SCAPIN 1384.
3. Further investigation of SCAPIN 1384 revealed that:
a. ESS/IND has no objection to rescission of paragraph 4, insofar as concerns engineering equipment. (Tab B).
b. It is reasonable to believe medical supplies and other rationed items have likewise been consumed or accounted for in compliance with provisions of paragraphs 2 and 3.
4. In all probability, the serviceable surplus property controlled by the provisions of SCAPIN 1384 have been properly accounted for by the Japanese Government or have been consumed or worn out through fair wear and tear.
5. It is, therefore, recommended that SCAPIN 1384 be rescinded.
