2. Paragraph 5 of reference 1a above as amended by paragraph 2 of reference 1b above is hereby rescinded.
3. Direct communication within the scope of this memorandum is authorized between Civil Transportation Section, General Headquarters, Supreme Commander for the Allied Powers, and interested agencies of the Japanese Government.
