MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Japanese Overseas Radiotelephone Service.

1. Reference is made to memorandum for the Japanese Government, file AG 311.3 (27 Jul 49)CCS, SCAPIN 2034, dated 27 July 1949, subject same as above.
2. Effective at once, paragraph 7 is rescinded.
3. Direct communication between Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Telecommunications, regarding operating procedures within the scope of this memorandum, is authorized.

SUBJECT: Information of General Application Pertaining to Directive Number SCAPIN 2034/1, file AG 311.3 (27 Jul 49)CCS, this Headquarters, dated 21 October 1949, subject: Japanese Overseas Radiotelephone Service
1. With reference to subject memorandum, the following is published for the information of all concerned.
2. At the time overseas telephone service was established in Japan, it was felt necessary that Eighth Army assume the responsibility for issuance of rules and preparation of procedures governing the handling of this traffic,
3. Commencing in April 1948, in furtherance of the policy having Military personnel relieved of responsibilities of purely commercial and non-military functions within Japan, the Ministry of Telecommunications began to assume all responsibilities relating to the offering of overseas telephone service and the operation of the overseas offices. The experience with the Japanese operation having been staisfactory, it is now felt appropriate to relieve the Eighth Army of further responsibility with respect to the handling of overseas telephone calls.
