MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Control of Surplus United States Government Vehicles Sold to the Japanese Government,

1. Reference AG 400.703 (9 Dec 46) ESS/FT, (SCAPIN 1384), subject:“Surplus United States Government Property to be Sold to the Imperial Japanese Government.”
2. Paragraph 5 of reference 1. above is amended as follows:
“Trucks and trailers will be operated by established agencies, governmental, prefectural and municipal, charged with the responsibility of promoting public health, safety and welfare, reconstruction and rehabilitation of devastated areas, and distribution of food, clothing, fuel and such other essential commodities as are required for the prevention of disease and unrest among the civilian population. Title to all vehicles will be retained by the Japanese Government, except that vehicles allocated to relief of passenger traffic congestion in urban areas may be sold to municipal governments or private concerns operating under franchises issued by the Ministry of Transportation, Japanese Government. These vehicles will not be used by the government for the purpose of competing with private enterprisers. In cases where suitable public agencies do not exist for the accomplishment of the objectives mentioned above, the government may lease equipment to private operators, such arrangements to be subject to prior approval of General Headquarters, Supreme Commander for the Allied Powers. Plans covering the distribution and use of these trucks and trailers will be submitted to General Headquarters, Supreme Commander for the Allied Powers (Attention: Civil Transportation Section) for approval prior to such distribution.”
Except for the foregoing, all provisions of reference 1. remain in full force and effect.
3. Direct communication, within the scope of this memorandum, is authorized between Civil Transportation Section, General Headquarters, Supreme Commander for the Allied Powers, and interested agencies of the Japanese Government.
