MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Petroleum Distribution-Procedure for Allocation and Reports Required

1. Reference. Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 463.7 (2 Sep 48) GD, SCAPIN 1930/2, 5 April 1949, subject: Petroleum Distribution Reports Required.
2. Existing procedure for allocation of petroleum to the civil economy is modified to the extent that:
a. Allocations will be made to the Japanese Government on a quarterly instead of monthly basis.
b. Allocations will be made in specific quarterly quantities by product and end use.
c. A brief outline of the revised allocation procedure is as follows:
(1) The Japanese Government will determine and report to General Headquarters, Supreme Commander for the Allied Powers, quarterly requirements of the civil economy in specific quantities by product and end use. This report will be submitted for approval on or before the 10th day of the second month preceding the beginnig of the quarter covered by the report.
(2) General Headquarters, Supreme Commander for the Allied Powers will screen these requirements and will authorize allocations to the civil economy on a quarterly basis by specific product and end use.
d. This revised allocation procedure will become effective with the quarter beginning 1 July 1950. The first report of requirements will be submitted to General Headquarters, Supreme Commander for the Allied Powers, by 10 May 1950.
3. The reports required by sub-paragraphs a, b, c and e of paragraph 5 of Memorandum referenced in paragraph 1, above, are modified, effective upon implementation of this revised procedure, as follows:
a. Sub-paragraphs 5a (4) and 5b (4) are changed to read, “Due Date: On or before the 10th day of the second month preceding the beginning of the quarter covered by the report.” First report will cover July, August and September 1950, and is due by 10 May 1950.
b. Line two, “Receipts from Refining Companies,” of the report called for in sub-paragraph 5c will be expanded into two lines:
(1) Receipts from indigenous refineries.
(2) Receipts from Pacific Coast refineries.
c. The report required by sub-paragraph 5e, “Tri-monthly Report of Petroleum Imports” will be changed to a monthly report. The due date on this report will be the 15th day of the month following the month covered by the report.
