1. Rescission: Memorandum for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, File AG 463.7 (10 Jun 46) GD, SCAPIN 1688-A, 10 July 1946, subject: Common Terminology, is rescinded.

3. The restoration to private enterprise of the petroleum distribution system in Japan necessitates a revision of the current procedure for reporting statistical data pertaining to the petroleum industry to General Headquarters, Supreme Commander for the Allied Powers.
4. The Japanese Government will, as of 1 April 1949, assume full responsibility for submission to General Headquarters, Supreme Commander for the Allied Powers, at the time and in the form prescribed, the summaries and/or reports relative to the petroleum industry described herein. Initial reports will cover the month of April 1949.
5. The following summaries and/or reports are required:
a. (1) Title: Summary of Proposed Petroleum Releases to the Civilian Market.
(2) Format: See Form "A" attached.
(3) Number of copies: Duplicate.
(4) Date Due: On or before the 10th of the second month preceding the month covered by the summary. First report will cover June, 1949, and is due by 10 April 1949.
(5) Frequency: Monthly.
b. (1) Title: Proposed Allocations by Detailed "End Uses," by SCAP sections.
(2) Format: See Form "A-1" attached.
(3) Number of copies: Duplicate.
(4) Date Due: On or before the 10th of the second month preceding the month covered by the report. First report will cover June, 1949, and is due by 10 April 1949.
(5) Frequency: Monthly.
c. (1) Title: Summary of Petroleum Receipts, Issues and Balance on Hand.
(2) Format: See Form "B" attached.
(3) Number of copies: Duplicate.
(4) Date Due: On or before the end of the month following the month covered by the report. First report will cover April, 1949, and is due by 31 May 1949.
(5) Frequency: Monthly.
d. (1) Title: Summary of Consumption by Categories and "End Uses."
(2) Format: See Form "C" attached.
(3) Number of copies: Duplicate.
(4) Date Due: On or before the end of the month following the month in which the products were consumed. First report will cover April 1949 and is due by 31 May 1949.
(5) Frequency: Monthly.
e. (1) Title: Tri-Monthly Report of Petroleum Imports.
(2) Format: See Form "D" attached.
(3) Number of copies: Duplicate.
(4) Dates Due: 7th, 17th and 27th of each month. First report will cover period from 25 March to include 5 April, and is due 7 April 1949.
(5) Frequency: To cover the periods ending on the 5th, 15th and 25th of the month.
f. (1) Title: Summary of Bulk Storage Facilities.
(2) Format: See Form "E" attached.
(3) Number of copies: Duplicate.
(4) Date Due: 20th day of the month.
(5) Frequency: Monthly. To cover the period from the 15th of preceding month to the 15th of current month. First report will cover period 15 March 1949 to 15 April 1949 and is due by 20 April 1949.
g. (1) Title: Report of Bulk Stock and Ullage.
(2) Format: See Form "F" attached.
(3) Number of copies: Triplicate.
(4) Date Due: 7th, 17th and 27th of the current month. First report will cover period from 25 March 1949 to 5 April 1949 and is due by 7 April 1949.
(5) Frequency: To cover the period ending the 5th, 15th and 25th of the current month.
