SUBJECT | Definition of United, Neutral, Enemy, Special Status and Undetermined Status Nations |
1. Rescission. SCAPIN No. 1757 of 4 August 1947, file AG 312.4 (4 Aug 47) DS, subject as above.
2. Whenever reference to the “United Nations” is made in an order, memorandum, or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations, which are signatories to the United Nations Declaration of 1 January 1942 or later adherents to the United Nations Charter:
1. Afghanistan 30. Iraq
2. Argentina 31. Lebanon
3. Australia 32. Liberia
4. Belgium 33. Luxembourg
5. Bolivia 34. Mexico
6. Brazil 35. Netherlands
7. Burma 36. New Zealand
8. Byelorussian Soviet 37. Nicaragua
Socialist Republic 38. Norway
9. Canada 39. Pakistan
10. Chile 40. Panama
11. China 41. Paraguay
12. Colombia 42. Peru
13. Costa Rica 43. Poland
14. Cuba 44. Republic of the Philippines
15. Czechoslovakia 45. Saudi Arabia
16. Denmark 46. Siam
17. Dominican Republic 47. Sweden
18. Ecuador 48. Syria
19. Egypt 49. Turkey
20. El Salvador 50. Ukranian Soviet Socialist Republic

3. Whenever reference to “Neutral Nations” is made in any order, memorandum, or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations:
1. Afghanistan 5. Spain
2. Ireland (Eire) 6. Sweden
3. Nepal 7. Switzerland
4. Portugal 8. Yemen
Not having been belligerents, Afghanistan, Sweden and Yemen are also classified as “neutral nations”, although now adherents to the United Nations Charter.
4. Whenever reference to “Enemy Nations” is made in any order, memorandum, or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations:
1. Germany
2. Japan
5. The nations named below will not be treated as falling into any of the three categories referred to in paragraphs 2, 3 and 4, unless such a classification of one or more of them is specified. They will be referred to collectively as “Special Status Nations”:
1. Austria 7. Italy
2. Bulgaria 8. Korea
3. Ceylon 9. Latvia
4. Esthonia 10. Lithuania
5. Finland 11. Roumania
6. Hungary 12. Siam (Thailand)
Although Siam has now adhered to the United Nations Charter, it is also listed under this paragraph.
6. The nation named below will not be treated as falling within any of the categories referred to in paragraphs 2, 3, 4 and 5, and will be referred to as “Undetermined Status Nations”:
