MEMORANDUM FOR

JAPANESE GOVERNMENT.

SUBJECT

Definition of United, Neutral, Enemy, Special Status and Undetermined Status Nations.

1. SCAPIN No. 217 of October 31, 1945 (File No. AG 312.4, 31 October 1945) is hereby rescinded.
2. Whenever reference to the“United Nations” is made in an order, memoradum, or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations which are signatories to the United Nations Declaration of 1 January 1942 or later adherents to the United Nations Charter:
1. Afghanistan
2. Argentina
3. Australia
4. Belgium
5. Bolivia
6. Brazil
7. Byelorussian Soviet Socialist Republic
8. Canada
9. Chile
10. China
11. Colombia
12. Costa Rica
13. Cuba
14. Czechoslovakia
15. Denmark
16. Dominican Republic
17. Ecuador
18. Egypt
19. El Salvador
20. Ethiopia
21. France
22. Greece
23. Guatemala
24. Haiti
25. Honduras
26. Iceland
27. India.
28. Iran
29. Iraq
30. Lebanon
31. Liberia
32. Luxembourg
33. Mexico
34. Netherlands
35. New Zealand
36. Nicaragua
37. Norway
38. Panama
39. Paraguay
40. Peru

3. Whenever reference to “Neutral Nations” is made in any order, memorandum or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations:
1. Afghanistan
2. Ireland (Eire)
3. Nepal
4. Portugal
5. Spain
6. Sweden
7. Switzerland
8. Yemen
Not having been belligerents, Afghanistan and Sweden are also classified as “neutral nations,” although now adherents to the United Nations Charter.
4. Whenever reference to “Enemy Nations” is made in any such order, memorandum or directive, that term, in the absence of indication to the contrary, shall be taken as meaning and including the following nations:
1. Bulgaria
2. Germany
3. Hungary
4. Japan
5. Roumania
5. The nations named below will not be treated as falling into any of the three categories referred to in paragraphs 2, 3 and 4, unless such a classification of one or more of them is specified. They will be referred to collectively as “Special Status Nations.”
1. Austria
2. Esthonia
3. Finland
4. Italy
5. Korea
6. Latvia
7. Lithuania
8. Siam (Thailand)
Although Siam has now adhered to the United Nations, it is also listed under this paragraph.
In any order, memorandum or directive issued up to the present time using the term “Nations Whose Status Has Changed as a Result of the War” the term “Special Status Nation” shall be substituted therefor.
6. The nation named below will not be treated as falling within any of the categories referred to in paragraphs 2, 3, 4, and 5, and will be referred to as “Undetermined Status Nation”:
