MEMORANDUM FOR	JAPANESE GOVERNMENT.
SUBJECT	Disposition of Properties Belonging to Dissolved Organizations

1. Reference is made to the following:
a. Memorandum for the Japanese Government, file AG 386.7 (1 Mar 48) CPC/CD, SCAPIN 1868, 1 March 1948, subject, “Disposition of Properties Belonging to Dissolved Organizations,” as amended, from General Headquarters, Supreme Commander for the Allied Powers.
b. Memorandum to Civil Property Custodian, General Headquarters, Supreme Commander for the Allied Powers, file AGO (3c) No. 351, 29 December 1949, subject, “Expenditure of Foreign Trade Special Yen Fund,” from the Attorney-General’s Office, Japanese Government.
2. Reference 1a above is amended as follows:
a. Paragraph 7d is amended to include the following: “All bids for real property appraised in excess of ¥1,500,000 will be forwarded to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, for prior approval.”
b. Paragraph 9 is rescinded and the following substituted therefor: “9. The Japanese Government is further directed to establish a Special Account for Income from Dissolved Organizations’ Properties. All monies on deposit to the credit of Dissolved Organizations in the Custody Account of the Supreme Commander for the Allied Powers, Bank of Japan, the Foreign Trade Yen Account, Bank of Japan, or any other account, will be transferred to the Special Account for Income from Dissolved Organizations’ Properties. All income from Dissolved Organizations’ Properties and all proceeds from the liquidation of such properties will be credited to said account.”
c. Paragraph 10 is rescinded and the following substituted therefor: “10. The Japanese Government is hereby authorized to utilize funds on deposit in the Special Account for the Income from Dissolved Organizations’ Properties for transfer to the General Account; for payment of approved claims against Dissolved Organizations; or for any other disposition in connection with the liquidation of Dissolved Organizations specifically approved by General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian.”
