1. Memorandum for the Japanese Government, file AG 386.7, (1 Mar 48) CPC/CD, SCAPIN 1868, 1 March 1948, subject, “Disposition of Properties Belonging to Dissolved Organizations,” from General Headquarters, Supreme Commander for the Allied Powers, is amended as follows:
Paragraph 6d of referenced SCAPIN as amended by SCAPIN 1868/2, 25 March 1949, is rescinded and the following substituted therefor: “d. Properties real and movable, belonging to Dissolved Organizations, now in use by hospitals, schools, churches, charitable institutions and eleemosynary organizations will continue in such use. The Japanese Government is directed to arrange, if desired by the present occupants, negotiated sales for the purchase of such properties. The Japanese Government is further directed to arrange negotiated sales for the purchase of vacant properties of dissolved organizations, when desired by hospitals, schools, churches, charitable institutions and eleemosynary organizations. The Japanese Government is further directed to designate an Appraisal Board to appraise and establish a fair price for these specific properties. The agency so designated by the Japanese Government will be subject to the approval of General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian.”
2. All sales will be subject to the prior approval of General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian.
