| SUBJECT | Disposition of Properties Belonging to Dissolved Organizations. |
1. Memorandum for the Japanese Government, file AG 386.7, (1 Mar 48), CPC/CD, SCAPIN 1868, 1 March 1948, subject, “Disposition of Properties Belonging to Dissolved Organizations,” from General Headquarters, Supreme Commander for the Allied Powers, is amended as follows:
a. Paragraph 6e of referenced SCAPIN is rescinded and the following substituted therefor: “e. That only such properties now being used for necessary official governmental purposes and properties designated by the Supreme Commander for the Allied Powers for official governmental purposes will continue in such use and will not be sold. Dwelling houses now being used by Japanese Government officials will be sold to qualified applicants. The Japanese Government will submit to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, within sixty (60) days form the date of this memorandum a complete report giving the address and type of property requested by the Japanese Government to be used for governmental purposes;”
b. Paragraph 7d is rescinded and the following substituted therefor: “d. All applications for purchase of movable properties in amounts of less than ¥50,000 will be approved or disapproved by the Sales Agency designated by the Japanese Government. Applications for purchase of movable properties in amounts of ¥ 50,000 or more will be submitted to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, for prior approval. If no bid for purchase of any one real property exceeds ¥200,000, the Sales Agency designated by the Japanese Government will make the award to the highest eligible bidder; if any bid on any one real property exceeds ¥200,000, all bids on such property will be forwarded to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, for prior approval. All sales for real and movable properties will be accomplished on the basis of total cash payment or satisfactory installment payments not to exceed a period of four years.”
c. Paragraph 8 is rescinded and the following substituted therefor: “8. The Japanese Government is further directed to submit to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, for prior approval all claims exceeding ¥200,000. Claims of less than ¥ 200,000 will be approved or disapproved by the Japanese Government.”
