SUBJECT | Establishment and Operation of Direct Radiotelegraph Circuit Between Japan and Hong Kong. |
1. Reference is made to memorandum for the Japanese Government, file AG 311.23 (28 Feb 48)CCS, SCAPIN 1866, dated 28 February 1948, subject same as above.
2. Paragraph 3 of the reference memorandum is amended to read as follows: The terminal in Japan will be in Osaka. The Hong Kong terminal will be operated by Cable and Wireless Limited. The circuit may operate up to twentyfour (24) hours daily depending upon traffic conditions.
3. Paragraph 4 of the reference memorandum is amended to read as follows: Normally only traffic destined for Hong Kong on the one side, and Japan on the other will be handled over the direct Japan-Hong Kong circuit, however, traffic normally handled on the Osaka-Colombo circuit may be diverted via Hong Kong in the event such diversion becomes desirable or necessary to minimize delays. Rates and division of revenue for messages diverted from the Osaka-Colombo circuit to the Hong Kong circuit will be the same as for similar messages transmitted via Colombo. Operating and accounting details concerning such diverted traffic will be as arranged between the Japanese and Hong Kong administrations. Message classifications authorized between Japan and Hong Kong are:

4. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications concerning matters within the scope of this memorandum is authorized.
